Introduction

The Department of Housing, Addictions and Homelessness is currently seeking qualified individuals to fill the Property Manager position located in either Flin Flon or The Pas.

Manitoba Housing provides a wide range of subsidized housing across the province. We partner with other governments, community organizations, and private groups to create and maintain safe and affordable housing where people can thrive. Manitoba Housing offers options for those most in need, addressing housing insecurity and directly managing 12,000 units in communities throughout Manitoba. Our tenants come from diverse backgrounds, varying in age, education, language, mental and physical abilities, religion, ethnicity, gender, and race. Conditions of Employment:

  • Must possess and maintain a valid Full Class 5 Manitoba Driver's Licence
  • Must have access to a motor vehicle and the ability to travel frequently to the Flin Flon housing office, with occasional travel to The Pas
  • Must be able to meet physical demands of the position, including walking through large facilities, climbing stairs, lifting up to 15 lbs, working in confined spaces at times, and attending to Manitoba Housing properties

Qualifications: Essential

  • Experience in facility management, including coordinating maintenance and repair work, creating scopes of work, ground maintenance, and conducting unit/building inspections
  • Ability to interpret, communicate, and apply acts, regulations, policies, and procedures, including the Residential Tenancies Act
  • Experience in tenant management functions such as tenant orientation, lease agreements, and rental payments
  • Strong customer service skills to effectively deal with diverse tenants and the public
  • Strong organizational skills to work under pressure with competing deadlines
  • Effective verbal and written communication skills
  • Experience with Microsoft Word, Excel, and Outlook or equivalent software
  • Experience administering budgets and reporting on expenditures

Desired

  • Effective leadership skills with the ability to supervise staff in a unionized environment

Duties: Under the direction of the District Manager, the Property Manager ensures the efficient management of assigned Manitoba Housing properties, including maintenance, leasing, vacancy management, tenant relations, and communication with tenants and Manitoba Housing. Property Managers are required to travel extensively, including to remote areas and gravel roads with no cell service, and may need to be available for standby evenings and weekends on a rotating basis. All duties are carried out in accordance with Manitoba Housing policies, the Residential Tenancies Act, and related guidelines.
