Job summary

Greater Victoria Harbour Authority is seeking a hands-on Project Technologist to support capital and major maintenance projects across our harbour properties in Victoria, BC. You will work from planning through construction, ensuring accurate documentation and asset data, reporting to the Manager, Capital Projects.

Required: CET designation or eligibility, a Diploma in civil engineering technology, and 3+ years of project support experience.

Qualifications

  • Diploma in civil engineering technology; CET designation required, or eligibility.
  • 3+ years of technical experience supporting capital projects, facilities, infrastructure, construction, marine structures, or asset management.
  • Proficient with AutoCAD, MS Office, Excel; MS Project and PROCORE are assets.

Responsibilities

  • Support assigned capital and major maintenance projects from planning through construction, close‑out, and records management.
  • Coordinate technical information with internal teams, terminal operators, consultants, contractors, and suppliers.
  • Assist with scopes, schedules, budgets, drawings, specifications, reports, procurement documents, and project plans.
  • Conduct site reviews and inspections to confirm field conditions, monitor and track progress, identify deficiencies, and support safe contractor performance.
  • Maintain technical project records, including drawings, as‑builts, inspection notes, photos, warranty items, close‑out documents, and facility data.
  • Provide updates, technical input, and post‑project lessons learned to support continuous improvement and asset management.
  • Prepare and support RFP, RFQ, tender, award, and procurement documentation in accordance with GVHA policies.
  • Update and maintain asset data, CAD files, field records, and the Asset Registry for GVHA’s property portfolio.
  • Confirm asset condition and location in the field and coordinate asset management information with other departments.
  • Support project budgets, cost tracking, invoice review, forecasting, and long‑term capital planning.

Salary Range: $70,000.00 To $90,000.00 Annually

The Greater Victoria Harbour Authority is a self-funded, commercial non‑profit organization that owns and manages many of the iconic waterfront spaces around Victoria, including Canada’s busiest cruise port-of‑call, the Causeway and Fisherman’s Wharf. GVHA ensures these spaces remain safe, vibrant, accessible, economically sustainable, and respectful of the unceded territories of the lək ̓ʷəŋən People, known today as the xʷsépsəm (Esquimalt) Nation and Songhees Nation.

Help shape and maintain some of Victoria’s most important harbour assets. The Greater Victoria Harbour Authority is looking for a hands‑on Project Technologist to support capital and major maintenance projects across our harbour properties, from planning and field reviews through construction, close‑out, and asset records. Reporting to the Manager, Capital Projects, you will work closely with internal teams, contractors, terminal operators, and partners to keep projects moving, solve practical technical challenges, and ensure accurate documentation. If you bring strong applied technical skills, sound field judgment, clear communication, and a Certified Engineering Technologist designation or eligibility for certification, this is an opportunity to contribute to meaningful projects in a unique, waterfront environment.

Specific Accountabilities
  • Support assigned capital and major maintenance projects from planning through construction, close‑out, and records management.
  • Coordinate technical information with internal teams, terminal operators, consultants, contractors, and suppliers.

Working Conditions
  • Office and project site environment within Victoria’s inner and outer harbour.
  • Regular, full‑time position. Monday to Friday, 37.5 hours per week.
  • Flexibility in schedule may be required during projects.
  • After 90 days, eligible to work from home up to 2 days week.
  • Regular site visits to job sites to monitor projects and conduct site inspections.
  • Evening and weekend work may be required in emergency situations.
  • Occasional on water work or inspections.
  • Some exposure to dirt, oil, noise, wet weather, and cold temperatures.
Experience and Education
  • Diploma in civil engineering technology, building technology, construction technology, architectural technology, or a related discipline.
  • Certified Engineering Technologist (CET) designation required, or eligibility to obtain certification through ASTTBC or the applicable provincial technology regulator.
  • 3+ years of technical experience supporting capital projects, facilities, infrastructure, construction, marine structures, or asset management.
  • Experience with site inspections, field documentation, drawings, specifications, contract administration, and cost tracking.
  • Proficient with AutoCAD, MS Office, Excel, and project management software; MS Project and PROCORE are assets.
  • Ability to obtain Transport Canada and CBSA clearances for access to port facilities.
  • Valid Class 5 driver’s license required; Pleasure Craft Operator Card is an asset.
Knowledge, Skills, and Abilities
  • Knowledge of asset management, project coordination, permitting, applicable codes, WHMIS, Canada Labour Code, and WorkSafeBC requirements.
  • Strong technical skills in condition assessment, construction review, building systems, marine facilities, infrastructure maintenance, quality control, deficiency tracking, and close‑out documentation.
  • Ability to collect, organize, and maintain accurate asset and project data using Excel, CAD records, photos, field notes, and project systems.
  • Strong written and verbal communication skills, including reports, meeting notes, presentations, and correspondence.
  • Ability to read plans, work effectively with contractors and staff, and build respectful relationships with customers, tenants, public agencies, and interest holders.
