Responsibilities
PRIMARY PURPOSE
Provides senior level project portfolio expertise and creates a centralized visibility on the scheduling, resources, risks and constraints to prioritize, plan and coordinate the capital and major business projects in BCRTC.
Key Accountabilities
Supports the Director, Capital and Major Business Projects and guides decision-makers in the review, reprioritization, and optimization of the portfolio, providing key information and data to support portfolio decisions and ensures the portfolio goals align with the business strategies and performance metrics. Creates, maintains and updates project portfolio reports and ensures the seamless integration and coordination across various departments across BCRTC, TransLink enterprise as well as external vendors.
Provides senior level portfolio management expertise in managing project schedules and optimize resource capacity and utilization. Creates and maintains a master portfolio schedule and an integrated master resource plan for all projects to support the project delivery, tracking key project milestones and deliverables. Shares updated schedules and resource plans with peers and stakeholders. Ensures that the master schedule and integrated resource plans are used effectively by project managers and delivery manager to optimize resource scheduling and deployment. Alerts management and senior management both within the division and external to the division of resourcing risks and issues.
Provides a centralized analysis on the risks, operations constrains and performance on all BCRTC projects. Supports and advises project managers and delivery managers to register, prioritize, monitor, proactively control and mitigate project risks and make adjustment on the project plans and schedules when necessary. Provides a central repository for the change requests and the ability to match available resources to evolving demand within the financial and operational constraints of individual projects.
Establishes the framework, policies, procedures, techniques and reporting mechanism of project portfolio and resource control for various multiple concurrent projects in the rail company. Creates an integrated solution, a unified view of project, program, and portfolio status to ensure all projects consistently adhere to business objectives. Develops training materials and delivers training on the use of project portfolio management process and tools.
Facilitates project portfolio review meetings. Ensures timely and consistent communication to stakeholders on progress, impacts, and changes associated with management of the portfolio. Prepares and presents comprehensive project portfolio reports to executives, management and portfolio stakeholders.
Supervises reporting staff, including selection, training, development, coaching, performance management and all other related people practices.
Qualifications
EDUCATION AND EXPERIENCE:
The competencies of this position would be acquired through completion of University degree in Engineering, and/or Business. Requires five (5) years related experience working in project/portfolio management in a large enterprise environment.
Other Requirements
Solid knowledge of the principles, theories, concepts and practices of project management and project reporting.
Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.
Advanced verbal and written communication skills.
Familiarity with industry standard change management techniques and strategies
Solid time management skills to balance and coordinate effort across multiple, concurrent activities.
Solid technical skills in business and project management computer applications and databases. Familiar with MS Suite including extensive experience with MS Project. Solid experience developing, managing and progressing portfolio and project level schedules in Primavera 6
Solid communication skills and interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, with the ability to achieve consensus between groups.
Solid negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution.
PPM or PMP certification would be an asset.
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
This position is covering a maternity leave of 12 to 18 months.
Work Schedule
37.5 hours per week.
This is a full-time temporary position.

This position works predominately on-site.
Rate of Pay
The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.

We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan upon eligibility as well as other employment offerings will be discussed in detail as your application progresses.
