Job Description

Reporting to the Waterfront Project Director, the Project Manager will lead and facilitate key City of Toronto waterfront renewal projects, both within and outside the designated waterfront area, to ensure Council's public objectives are achieved. Primary responsibilities will include:

Major Responsibilities

  • Manage complex multi-agency initiatives related to waterfront revitalization, including governance, planning, infrastructure development, finance, environmental management, and project implementation, working closely with senior officials and divisions.
  • Negotiate and manage interagency agreements, memoranda of understanding, legal agreements, and legislation in coordination with City Legal and other divisions.
  • Develop and implement detailed plans, master plans, environmental assessments, risk management plans, and audits, and recommend strategic policies in accordance with relevant plans and policies.
  • Analyze organizational impacts of emerging waterfront programs; recommend and coordinate innovative solutions using conflict resolution and negotiation skills, to manage sensitive matters.
  • Retain and manage external consultants, oversee procurement documents, evaluate proposals, and ensure timely and cost-effective delivery of services.
  • Manage information and action requests from Council, including preparing reports and briefing materials on funding, planning, financial management, land valuation, governance, legislative compliance, and legal agreements.
  • Represent the City professionally in various forums, advocate its values, and resolve jurisdictional matters with partners and government levels.
  • Create and lead interdisciplinary teams and consultation processes to expedite project delivery while addressing stakeholder interests.
  • Assist in managing, hiring, motivating, and training staff, ensuring high organizational standards and continuous improvement.
  • Ensure compliance with policies, budgets, and agreements; develop and oversee budgets for capital, operating, and project expenses.
  • Lead financial analysis, verification, and reporting for programs, including cost management and funding negotiations.
  • Coordinate issues management, communications, and public consultation with partners, and represent the Director at conferences and meetings.
  • Conduct research aligned with organizational and legislative developments.

Key Qualifications

  • Post-secondary education in planning, engineering, business, finance, economics, or related fields, with relevant project management experience or equivalent.
  • Experience delivering complex planning projects from inception to implementation with minimal supervision.
  • Experience with research methodologies and policy formulation.
  • Proven ability to work with diverse stakeholders, balancing political and community interests.
  • Strong critical thinking, creative problem-solving, and conflict resolution skills.
  • Excellent communication skills for engaging internal and external audiences, including senior management and political representatives.
  • Knowledge of legislative and contractual obligations, including city budgets, purchasing, and financial policies.
  • Familiarity with Ontario statutes such as the Occupational Health and Safety Act.
