Reporting to the Sr. Project Manager, Fleet, Facilities and Winter Coordination Section, the Project Manager will lead, manage, and coordinate projects and programs related to Transportation Services’ Facilities (Yards), Fleet (in-house equipment), GPS installation and maintenance, and winter operations communications and coordination. The role involves liaising and facilitating effective communication between various City of Toronto divisions, participating municipalities, and working with multidisciplinary teams of internal and external stakeholders, including consultants.
Major Responsibilities:
- Develop and implement detailed timelines and plans for program-specific requirements such as facilities repairs, renovations, and new capital construction at transportation yards.
- Recommend and modify policies and procedures for the winter maintenance program.
- Lead and implement pilot projects for new technologies in winter operations, such as telematics and artificial intelligence.
- Manage fleet procurement and inventory processes in partnership with the Fleet Division.
- Assist in procurements related to winter contracts, including weather information systems and maintenance contracts.
- Provide technical support for GPS monitoring of equipment.
- Manage, motivate, and train staff, ensuring effective teamwork, high work standards, and organizational performance, fostering innovation.
- Supervise daily operations of staff, including scheduling, work review, and performance evaluation.
- Authorize and monitor vacation and overtime requests, and handle disciplinary actions as needed.
- Contribute to the development and administration of the annual budget, ensuring expenditures stay within limits.
- Review winter communication plans and coordinate with Public & Employee Communications to promote winter initiatives.
- Investigate and address complaints from 311, coordinating responses with winter teams.
- Represent Transportation Services at meetings with the public, officials, and partner agencies.
- Coordinate program impacts with other divisions and agencies, including Fleet Services, 311, and Toronto Police.
- Ensure contractor work is documented and payments are processed accurately.
- Ensure compliance with relevant legislation and policies.
- Prepare reports and correspondence for City Council and committees.
- Coordinate approvals for installations and permits within city property and public rights-of-way.
- Develop project scopes, specifications, and manage procurement processes, including legal agreements and ongoing contract management.
- Manage projects, ensuring effective delivery, resource allocation, training, and continuous improvement.
Key Qualifications:
- Post-secondary education in Engineering, Architecture, Planning, or equivalent experience.
- Significant project management experience, leading projects from inception to completion.
- Experience managing complex multidisciplinary contracts in transportation or infrastructure.
- Knowledge of procurement procedures, contract administration, and public organization operations.
- Critical thinking, analytical skills, and creativity in problem-solving.
- Interpersonal skills for working with staff, stakeholders, and contractors.
- Proficiency in Microsoft Office and familiarity with systems like SAP, RACS, and Maximo.
- Ability to organize schedules and budgets.
- Knowledge of relevant policies, procedures, and legislation.
- Valid Ontario Class G Driver's License and ability to obtain a City driver’s permit.
