Job summary

BAAC Construction is seeking a motivated Project Manager to lead long-haul fibre optic construction across Alberta, from Calgary to rural corridors. You will own scope from design through handover, coordinating field operations, permitting, and procurement to deliver on time and on budget.

You will manage schedules, costs, and risks, supervise subcontractors, and report progress to executive leadership and clients, ensuring safety and quality at every step.

Qualifications

  • Demonstrated project management experience in telecom, fibre optic networks, or utility infrastructure construction.
  • Delivery of fibre projects in Alberta, in urban and rural settings, with backbone experience preferred.
  • Exposure to engineering and design and leading competitive tenders for civil construction.

Responsibilities

Project Manager – Telecommunications
Position Summary

BAAC Construction is hiring a motivated, hands-on Project Manager to lead the delivery of long-haul fibre optic construction across Alberta, in both urban centres and rural corridors.

In this role, you will own project execution, including schedule, cost and financial forecasting, subcontractors, permitting coordination, and stakeholder communication. You will be accountable for delivering your assigned scope safely, on time, and within budget, and will lead competitive tendering for civil construction and material procurement.

You will work closely with field operations and the design team, and represent the project to municipalities, permitting authorities, the client, and BAAC's executive leadership.

This position is ideal for a project manager with Alberta-based telecommunications construction experience, a working understanding of engineering and design, and a drive to take ownership of their scope from start to finish.

  • Reporting office located in Calgary, Alberta
  • Projects across Alberta, in both urban and rural settings
  • Travel to project sites as required
What You'll Do
Project Delivery
  • Plan, execute, and close out assigned sections of a long-haul fibre build, delivering work safely, on schedule, and within budget
  • Work closely with field operations on:
    • Civil and aerial construction
    • Fibre placement, splicing, and testing
    • Bridge attachments and HDD river crossings
  • Support field crews, resolve issues quickly, and keep construction moving
  • Work with the design team to review designs for constructability and resolve RFIs and field changes
  • Partner with the permitting team to keep approvals ahead of construction and ensure permit conditions are followed in the field
  • Oversee as-built records, test results, and close-out and handover documentation
Scheduling & Project Controls
  • Build and maintain project schedules that integrate design, permitting, procurement, and construction milestones
  • Manage baselines, critical path, look-ahead schedules, progress tracking, and recovery planning
  • Identify and manage project risks, including:
    • Weather and ground conditions
    • Seasonal road bans and frost
    • Permitting delays
    • Material lead times
Cost Management & Procurement
  • Develop and maintain financial forecasts, including cost-to-complete, cash flow, and variance analysis
  • Manage subcontractor scope and production, process change orders, and validate and approve invoices
  • Lead competitive tenders for civil construction, including bid package preparation, bid evaluation, and award recommendations
  • Lead material procurement with support from the design and estimating teams, including quantity forecasting, sourcing, and delivery coordination
  • Work across other areas of the business to keep the project supplied and on track
Stakeholder Management & Reporting
  • Build and maintain strong relationships with:
    • Municipalities and permitting authorities, including Alberta Transportation and Economic Corridors (TEC)
    • Utility owners, Indigenous communities, and landowners
    • The client and BAAC executive leadership
  • Lead project meetings and provide clear, concise progress reporting to executive leadership and the client
  • Resolve issues before they affect the schedule
Leadership & Safety
  • Lead, support, and mentor internal project personnel, including the Project Coordinator, setting clear expectations and holding the team accountable
  • Promote a strong safety culture and ensure compliance with Alberta OHS requirements and project quality standards
What You Bring
Required Experience
  • Project management experience in telecommunications, fibre optic networks, or utility infrastructure construction
  • Demonstrated delivery of fibre projects in Alberta, in both urban and rural settings; long-haul or backbone experience is strongly preferred
  • Strong background in telecommunications construction, with exposure to engineering and design
  • Experience leading competitive tenders for civil construction and sourcing materials
  • Proven stakeholder management experience with municipalities, permitting authorities, clients, landowners, and executive leadership
Long-Haul Fibre Construction Knowledge
  • Solid working knowledge of backbone and long-haul fibre builds, including:
    • Directional drilling, plowing, and trenching
    • Aerial placement
    • Fibre installation, splicing, and testing
  • Experience with river and watercourse crossings, including bridge attachments and HDD crossings
  • Strong grasp of constructability, sequencing, and field QA/QC across varied terrain and ground conditions
  • Ability to review route drawings, splice plans, and construction packages for constructability
Alberta Urban & Rural Delivery
  • Urban: municipal right-of-way requirements, traffic accommodation, congested utility corridors, and working around residents and businesses
  • Rural: county and MD road use, landowner access, pipeline and watercourse crossings, long travel distances, and remote logistics
  • Working knowledge of Alberta permitting, right-of-way, utility locates (Utility Safety Partners), and environmental constraints
  • Experience with archaeological and environmental requirements as part of permitting and design is a strong asset
Technical Skills
  • Strong scheduling, project controls, financial forecasting, and cost control skills
  • Experience with Trimble Construction One and Smartsheet is considered an asset
Licences & Certifications
  • Valid Class 5 Alberta driver's license with clean abstract
  • PMP certification (or equivalent) is considered an asset
