Job Title: Project Manager – Resource Services
Contract Term: Two (2) years, with option to extend until project completion
Location: 100% ONSITE – Regina, Saskatchewan
Project Overview – Municipal Investment Transformation (MINT) Project
The Government of Saskatchewan is undertaking the Municipal Investment Transformation (MINT) Project — a strategic initiative focused on modernizing legacy systems and strengthening IT infrastructure.
The project objectives include:
- Replacing high-risk legacy applications and databases
- Modernizing IT infrastructure to enhance security
- Improving data management and customer service delivery
- Enabling cross-ministerial data sharing to enhance collaboration and decision-making
The selected Project Manager(s) will be responsible for the following key activities:
- Develop, document, and secure approvals for detailed project plans
- Deliver projects in alignment with PMI standards and methodologies
- Manage project scope, schedule, cost, and quality throughout the lifecycle
- Identify, assess, and mitigate project risks and issues
- Facilitate multi-stakeholder meetings, presentations, and workshops
- Collaborate with internal teams, external vendors, and third-party partners
- Draft and negotiate change requests and scope adjustments
- Provide regular project reports, dashboards, and performance updates to stakeholders
Required Qualifications
- PMP or PRINCE2 Practitioner certification (proof required)
- Demonstrated experience managing complex IT COTS implementation projects involving:
- Multiple stakeholders
- Third-party vendors
- Cloud-based environments
- Full-time onsite availability in Regina, SK is mandatory
Preferred Qualifications / Ideal Candidate Profile
- Familiarity with the Government of Saskatchewan or comparable public sector organizations
- Experience leading large-scale IT transformation projects with a focus on public-facing technologies
- Strong stakeholder engagement and governance capabilities, including work with Executive Steering Committees
- Proven track record managing third-party vendors and proprietary technologies
- Expertise in preparing project documentation such as:
- Project plans
- Budgets
- Status reports
- Executive-level presentations
- Familiarity with tools such as Azure DevOps and ServiceNow
- Experience in public sector IT environments (considered an asset)
- Organizational Change Management (OCM) experience or certification (considered an asset)
