Seize the opportunity to lead as a Project Manager for the Ontario Line, Pape Support of Excavation (PSOE) project ! We're seeking an innovative professional to drive civil, stations, and tunnel work across the vibrant northern portion of the multi-billion-dollar Ontario Line project. This role is your ticket to being a key influencer in ensuring the successful delivery of this ground-breaking project, overseeing activities encompassing engineering, design, and construction.

The Project Manager, PSOE will be responsible for overseeing technical design and construction services throughout the entire project lifecycle. This project leader ensures that designs are fully compliant, align with stakeholder expectations, prioritize safety, and optimize constructability efforts in delivering the most cost-effective solutions from a total project cost perspective.

This Project Manager is also key to managing contracts, schedules, and financial accountability while upholding the highest standards of construction quality, and site safety. Additionally, the Project Manager provides essential technical expertise for program communications and intergovernmental relations, ensuring seamless coordination and successful project execution at every stage. The successful candidate will operate within a matrix reporting structure, with functional reporting (organization-related) to the Manager, Ontario Line, Pape SOE.

What Will I Be Doing?

  • Work seamlessly in a collaborative One Team environment with a project team comprised of both Metrolinx and non-Metrolinx employees. Foster a unified approach, leveraging the diverse skills and perspectives within the team for optimal project outcomes.
  • Drive the efficient delivery of project elements, from detailed design and contract document preparation to construction, contract management, and commissioning activities.
  • Delivers project activities through design, construction, contract management to commissioning and handovers within scope, on budget and on schedule, in accordance with good project management, engineering and construction practices.
  • Manages design and construction projects activities involving effective coordination and liaison with many internal and external stakeholders : municipalities, other transit agencies, as well as other Capital Projects Groups and Metrolinx departments,
  • Monitor and achieve objectives related to engineering, design standards, technical specifications, document control, budget, work breakdown structures, project schedules, resource prioritization, and staffing requirements.
  • Ensure contractors’ plans align with contract documents, overseeing compliance with provisions and maintaining a focus on safety, quality, environmental compliance, cost, and schedule performance.
  • Forge effective communication with agencies, utility companies, and external stakeholders, defining requirements and developing project implementation plans.
  • Provide guidance and direction to staff and personnel assigned to the project, covering administrative, design, editing, technical, estimating, commissioning, and priority aspects.
  • Manage site reviews and audits, ensuring contractors and consultants adhere to contracts and maintain a safe working environment.
  • Working with the Technical Advisor, Delivery Partner, and Internal and External stakeholders, manage and coordinate schedules, technical requirement inputs, and contractual obligations.
  • Oversee consultant and contractor performance, identify existing and potential issues, and initiate corrective action to avoid serious project delays or budget impacts; determine what requires escalation and initiate appropriate action with Management / Directors.
  • Provide input to resolution of key technical and stakeholder issues and foster collaboration between Metrolinx and third-party stakeholders to mitigate risks, ensure communication and assist in major infrastructure decisions.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in project management, preferably within the public sector.
  • Demonstrated progressive experience in project management and implementation as well as experience in managing large, complex, multi-year transit projects.
  • Project Management Professional (PMP) certification or partial completion is anasset.
  • Registration as a Professional Engineer (P.Eng.) in the Province of Ontario or Certified Engineering Technician (CET) is an asset.
  • Knowledge of DBB and AFP contracting methods and project agreements.
  • Demonstrate comprehensive knowledge of construction engineering, construction processes, and value engineering.
  • Familiarity with Contract Law, Construction Liens Act, Occupational Health and Safety Act, Environmental Assessment Act, and the Professional Engineers Act.
  • Knowledge of municipal, TTC, Metrolinx and other national or international rail and transit standards is an asset.
  • Demonstrate interpersonal and oral / written / presentation skills to present complex ideas with clarity and simplicity, fostering collaboration across all organizational levels and with specialists from various sectors.
  • Project specific requirement for visits to construction sites (CPG) during working hours and occasional visits during evenings, weekends and / or holidays.
  • Possess a valid Ontario Class ‘G’ driver’s license to travel to various site locations, meetings, operational facilities, etc., meeting and maintaining the corporate standard for a good driving record.
