Job summary

Softline Technology Inc. seeks an experienced Project Manager to lead complex public safety radio infrastructure projects. The role involves managing project deliverables, facilitating relationships with ministry clients, and ensuring successful project implementation. Appropriate candidates will have a strong background in project management knowledge, excellent communication skills, and the ability to lead teams effectively. This is a hybrid role with competitive remuneration based in Toronto. The position will require candidates to have prior experience with governmental projects.

Job description

NOTE : This position is currently listed as “Onsite”; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8 : 00-5 : 00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.

NOTE : OPP-2 Security Clearances could take approximately 10 weeks to process.

Responsibilities

  • Manage, oversee, track, and update large complex projects, including the schedule, risks, and deliverables.
  • Provide support to the project team and Ministry partners to complete and manage all required aspects of the project including documentation.
  • Work with project team to ensure successful delivery for the Public Safety Radio Network (PSRN) project.

Experience Requirements

  • Develop project plans that identify resource, time, and budgetary needs.
  • Host project meetings with team, managers, and stakeholders.
  • Provide feedback, advice, project updates and encouragement to team members.
  • Manage deadlines and push the team to ensure timeliness.
  • Track project milestones and assist in project acceptance.
  • Work with client representatives and in partnership with other project managers to develop integrated plans.
  • Manage deliverables and dependencies that cross multiple in-flight projects.
  • Support the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues.
  • Interact directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships.
  • Develop and present ministry-specific dashboards, reports, and other project management collateral.
  • Proactively identify risks and issues pertaining to the assigned work package.
  • Establish trust with vendors, stakeholders, and peer groups across ministries through effective relationship management.
  • Create or support the development / updating of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs), etc.
  • Ensure project implementation plans have no adverse impact to public safety operations.
  • Financial management of project as necessary or if needed.
  • Develop complex network implementation and / or transition and migration strategies with cross-stream dependencies.
  • Manage large-scale, complex, integrated project plans.
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.
  • At least 7 years of experience in project management.
  • At least 3 years of demonstrated experience in managing large scale public safety radio or telecommunication infrastructure projects.
  • In-depth knowledge of, and direct experience applying all phases of advanced project management concepts.
  • Experience facilitating effective meetings; creating and maintaining associated documents.
  • Proficiency in creating and managing project schedules using MS Project and Excel.
  • Ability to proactively identify risks, issues, or problems and develop options and recommendations.
  • A team player with the ability to coordinate and lead multiple tasks.
  • Excellent communication and organizational skills.
  • Problem solver : ability to quickly identify and analyze risks, issues, and problems.
  • Superior consultation, negotiation, and relationship management skills.
  • Ability to mentor junior staff.

Program Management Skills (35 points)

  • In-depth knowledge of project management concepts.
  • Able to work effectively on concurrent tasks.
  • Ability to apply and interpret business rules and concepts in daily work.
  • Demonstrated experience in managing project activities across multiple complex technology projects.
  • Excellent planning and time management skills with a focus on attention to detail.

Communication and Relationship Management (25 points)

  • Excellent communications skills, both written and verbal.
  • A team player with the ability to coordinate multiple tasks.
  • Able to build relationships with project partners.

Public Safety Radio or Telecommunications Infrastructure Experience (20 points)

  • Direct experience working on public safety radio and / or telecommunications.
  • Experience working on related large and complex projects.
  • Demonstrated experience of working with multiple stakeholders in a broader public sector environment.

Analytical and Problem Solving (20 points)

  • Ability to proactively identify risks, issues, or problems.
  • Accurately document issues, gaps, and inconsistencies.
  • Utilize judgement to explore cross team / project opportunities for improvement.

Knowledge Transfer

  • All completed or in progress deliverables, artifacts / documents.
  • Processes used for Developing deliverables.
  • All analysis, stakeholder management tools, and supporting information.

Must haves :

  • Experience working on projects for the Ontario Government / Federal Government / Broader Public Sector.
