Job summary

Halton Region is seeking a Project Manager for water and wastewater infrastructure planning. The role leads Region-wide servicing studies, growth-related capital plans, and contributes to bylaw processes. You will manage projects, engage with agencies, and support staff reports to Council.

The ideal candidate has a P.Eng./C.E.T. certification, 5+ years in the field, and strong analytical skills. Hybrid work with mostly onsite duties at Halton Regional Centre in Oakville.

Qualifications

• 5+ years in planning, water and wastewater system analysis.
• P.Eng. or C.E.T. certification.
• Knowledge of Municipal Class EA process and requirements.
• Strong project management, analytical and problem-solving skills.
• Excellent communication and negotiation skills.
• PMP certification and familiarity with hydraulic modeling are assets.

Responsibilities

• Lead infrastructure servicing studies to determine preferred solutions with engineering and environmental considerations.
• Oversee Archeological Assessment Studies and Municipal Project Assessment Process projects.
• Contribute to Development Charges Bylaw input for water and wastewater programs.
• Monitor available capacity in water and wastewater infrastructure to meet future growth.
• Support integrated planning with Development Applications, Area Servicing Plans, and Functional Servicing Reports.
• Collaborate with provincial ministries, adjacent municipalities, conservation authorities, and local Halton Region partners.
• Prepare staff reports and recommendations to Regional Council on water and wastewater planning.
• Represent the Region on external technical studies and committees.
• Perform other duties as assigned.

Job Summary

Reporting to the Manager of Water & Wastewater Planning, the Project Manager is responsible for leading Region-wide water and wastewater infrastructure servicing studies and long-term growth-related capital implementation plans. Key undertakings include the completion of Water and Wastewater Servicing Studies, feasibility studies, system capacity assessments, growth monitoring related to system capacity, development reviews, development charges background technical studies, and infrastructure staging plans which are integral to the Region's Development Charge Bylaw and Allocation Programs.

Duties & Responsibilities

• Act as Project Manager for infrastructure Servicing Studies that will determine the preferred infrastructure through applying an engineering and environmentally responsible perspective as it relates to the environment, including but not limited to natural, socio-economic and cultural/archaeological environments.
• Act as Project Manager for Archeological Assessment Studies and Municipal Project Assessment Process projects.
• Contribute to the Development Charges Bylaw process by providing input on water and wastewater programs.
• Assist in the annual monitoring of available capacity in water and wastewater infrastructure to ensure it can meet future growth demands.
• Support integrated planning processes by providing direction and technical feedback on Development Applications, Secondary / Tertiary Plans, Area Servicing Plans, and Functional Servicing Reports to support Region-wide growth and development.
• Build and maintain strong relationships with internal and external partners, including provincial ministries, adjacent municipalities, conservation authorities, and the local municipalities of Halton Region.
• Assist in preparing staff reports and recommendations to Regional Council on all matters dealing with municipal water and wastewater infrastructure planning.
• Represent the Region on external technical studies and committees.
• Perform other duties as assigned.

Skills & Qualifications

• Completion of Post-secondary education in Engineering or Environmental Studies/Sciences.
• Certification in Ontario as a Professional Engineer (P.Eng.) or a Certified Engineering Technologist (C.E.T.).
• Over five (5) years of experience in planning, water and wastewater system analysis and designing municipal water and wastewater infrastructure
• Demonstrated understanding of the principles and practices of the Municipal Class Environmental Assessment (Class EA) process and recent changes related to requirements under the Environmental Assessment Act.
• Proven project management, strategic planning, organization, analytical, and problem solving skills.
• Exceptional communication and negotiation skills, both verbal and written, with the ability to engage effectively with Regional Council, staff, consultants, contractors, and the general public.
• Project Management Certification (PMP) and familiarity with Master Planning and hydraulic modeling an asset.

An equivalent combination of education and experience will be considered.
