Are you a forward-thinking project leader with an expertise in People and Data Analytics? Join us as a Project Manager, HR People and Data Analytics and support the people and platforms behind some of Canada’s exciting national defence projects.

As part of a high-performing HR team, you’ll lead the delivery of complex, high-impact HR initiatives—driving innovation in how we manage human capital, compensation, payroll, and workforce data. From planning and executing enterprise-wide projects to enhancing system functionality and automating processes, your work will help ensure our HR infrastructure is robust, efficient, and future-ready.

You’ll collaborate with internal stakeholders and senior leadership to implement data-driven solutions, support regulatory compliance, and deliver timely, high-quality analytics that inform decision-making across the organization. This role requires strong project and risk management skills, a passion for process improvement, and the ability to navigate evolving technologies in support of critical HR functions.

The Project Manager, HR People Analytics and HR Systems, oversees the delivery andmanagement of HR Systems projects to meet corporate and HR requirements. Theincumbent identifies and schedules project deliverables and activities, leads HR Systems project teams, ensuring compliance with business objectives, and monitorsoverall project performance. The incumbent is responsible for Human CapitalManagement (HCM) system development, processing and testing and analyzes andrecommends solutions for complex compensation and payroll-related issues andhuman resources data analytics requirements. The Project Manager researchesindustry trends, prepares recommendations for new processes and reports, andreviews, revises and automates existing ones. The incumbent provides data analyticsand technical support to Human Resources team members and improves processes,records management, reporting and quality assurance. The incumbent is responsiblefor risk management and mitigation activities on projects. The incumbent developscreative solutions and ensures the project team is focused on collaboration, andquality and timeliness of deliverables.

KEY AND PERIODICACTIVITIES

The duties and responsibilities listed below are representative but not all inclusive :

Primary

  • Lead the delivery and management of HR Systems projects, including statusreporting, resource planning, task management, risk management, budgeting andscheduling
  • Develop detailed project descriptions in support of the HR and corporate planningprocess
  • Identify and schedule project deliverables, milestones, and required activities andtasks
  • Provide guidance, training and coaching to other HR team members
  • Lead the change management process on HR Systems projects
  • Collaborate with key stakeholders to define HR Systems project requirements
  • Research, recommend, develop, document and implement solutions toenhance existing processes and improve the success rate of HR Systems projects
  • Develop and maintain a lessons learned approach for use on future projects
  • Assess, mitigate and monitor risks associated with HR Systems projects
  • Develop and implement compensation, payroll, pension and benefits processes andprograms, and practices
  • Develop, implement and maintain human resources reporting and data analytics forthe Human Resources team and DCC
  • Research, illustrate and present annual compensation recommendations includingPay Equity Plan and compensation analytics
  • Provide direction and advice to other team members and senior management aboutcomplex compensation, payroll and HRIS processes, testing, data analytics andreporting
  • Assist with human resources special projects, as required
  • Ensure compliance of all HRIS and data analytics practices with relevant laws andregulations, focusing on data privacy and security,
  • Develop and maintain effective relationships within DCC, and with industry, Client-Partners and / or stakeholders
  • Ensure quality standards are met, in line with corporate expectations

Other

  • Develop and maintain the effectiveness of HR business systems, processes andpolicies
  • Other duties as assigned

SKILLS

General and Specific Knowledge

  • Best practices, methods, trends and legislation in Human Resources with a focus oncompensation, HCM, data analytics and payroll
  • Enterprise resource planning and HCM systems
  • Project and risk management principles

Formal Education and / or Certification(s) and Experience

  • Minimum : university degree in computer science, Human Resources Management or related field with six years’ relevant experience, or the equivalent
  • Preferred : Certified Human Resources Leader or Certified Payroll Managerdesignation, or the equivalent, additional training in project management (e.g. Project Management Professional certification)

Abilities

  • Use computer programs to perform advanced tasks
  • Demonstrate exceptional HCM technical skills and data analytics
  • Apply project and risk management techniques
