Role Snapshot (Our Elevator Pitch!)

Reporting to the General Manager the Project Manager provides overall direction leadership supervision and strategic vision to a team of expert members assigned to specific waste management projects. This role focuses on driving the development and implementation of innovative waste management programs and initiatives to enhance waste reduction recycling and sustainability efforts. The Project Manager oversees project lifecycles ensures alignment with organizational goals and coordinates with internal and external stakeholders to deliver successful outcomes.

The Essex-Windsor Solid Waste Authority (EWSWA) is the governmental agency charged with the responsibility of providing an economical and environmentally conscious integrated solid waste management system for the County of Essex (County) and the City of Windsor (City). The mission of the EWSWA is to provide programs to manage the solid non-hazardous waste generated in the County and the City in an environmentally sound manner through processes which include but are not necessarily limited to reduction reuse recycling composting and landfilling.

What Youll Do

The Project Manager among other things shall :

Leadership and Project Planning

Define project goals objectives and scope and develop and implement project plans ensuring alignment with goals timelines budgets and resource requirements for various solid waste programs

• Maintain project documentation including progress reports resource plans and meeting minutes
• Prepare and deliver presentations status reports and other project communications for external teams and stakeholders
• Engineering and Technical Oversight

Review and author technical documents including project specifications and reports ensuring compliance with project requirements

Lead the preparation and submission of Environmental Compliance Approvals (ECAs) and other regulatory permits ensuring all documentation is accurate and submitted in a timely manner

Provide technical oversight during field operations ensuring adherence to construction plans design specifications and safety standards throughout the implementation phase

Research and Data Analysis

Conduct research gather analyze and interpret data and prepare documents reports and recommendations on waste management services

Strategic Implementation and Stakeholder Engagement

Lead divisional projects focusing on strategic goals including the development and implementation of innovative waste management infrastructure and programs to enhance sustainability and operational efficiency

Liaise with local municipalities other jurisdictions government agencies funding organizations the public and stakeholders to address program needs

Prepare project reports grant submissions presentations and status updates ensuring clear and concise communication on behalf of Authority management

Training and Technical Expertise

Develop training course materials and conduct training sessions and presentations for internal and external stakeholders

Provide technical expertise and guidance to support Authority initiatives and program budgets

Risk and Procurement Management

Identify risks and ensure project benchmarks are met maintaining deliverables within the terms of contracts and service agreements

Author and manage procurement documents such as Requests for Quotations Tenders and Proposals ensuring alignment with project objectives and budget constraints

Team Management and Supervision

Provide work direction to project team members contractors and consultants to ensure effective teamwork high-quality work and achievement of project goals

What You Bring

Education :

Bachelors degree in Environmental / Civil Engineering or a related field

Registration as a Professional Engineer (P. Eng.) in good standing with Professional Engineers Ontario (PEO)

Project Management Professional (PMP) Certification is an asset

Experience and Expertise :

Minimum of 5 years of experience in waste management environmental services or a related field

Minimum of 3 years of project management experience including planning stakeholder coordination timeline and expenditure monitoring and contract management

Experience in a municipal environment or government setting is considered an asset

Skills and Abilities :

Strong knowledge of waste management practices environmental regulations and sustainability standards

Proven ability to manage large-scale projects focused on waste diversion and sustainability initiatives

Demonstrated experience conducting research and analysis interpreting data and summarizing findings into reports and presentations

Proficiency in using computerized office systems and project management tools

Excellent report-writing communication presentation negotiation and problem-solving skills

Ability to manage multiple projects simultaneously while maintaining high-quality outcomes

Strong leadership skills with the ability to provide clear communication and direction to team members

Ability to foster a collaborative and productive team environment promoting continuous improvement

High degree of conceptual ability and capacity to develop creative solutions for policy and program development

Other Requirements :

Must possess and maintain a valid Class G Ontario drivers license and have access to a personal vehicle for work-related purposes (travel within Windsor and / or the County of Essex may be required

Must provide a Ministry of Transportation Driver Abstract (Uncertified)

Must provide a Police Information Check (PIC) document

Availability to work weekends and afternoon / night shifts as required
