Position: Project Manager, Environmental Assessment and Compliance
Reporting to: Vice President of Operations
Location: Lloydminster
Position Overview:
X-Terra Environmental Services Ltd. is currently seeking to fill a position for Project Manager, Environmental Compliance and Assessment in our Lloydminster office. This role is ideal for an experienced environmental professional with a strong background in regulatory permitting, environmental impact assessments, and stakeholder engagement. The successful candidate will lead projects in infrastructure, energy, and industrial development sectors, ensuring timely and effective delivery of environmental approvals and compliance monitoring.
Key Responsibilities:
- Manage and deliver environmental assessment and compliance projects across a range of sectors, including oil and gas, mining, infrastructure, power, and industrial redevelopment.
- Lead and coordinate the preparation and submission of environmental assessments, regulatory documents, and permit applications under provincial, federal, and municipal frameworks.
- Oversee compliance with environmental permits, approvals, and conditions through effective monitoring, reporting, and documentation.
- Provide strategic advice to clients on environmental regulations, permitting pathways, and risk mitigation strategies.
- Lead and mentor a multidisciplinary team of environmental professionals, including hiring, training, and performance management.
- Manage project scope, schedule, staffing, budgets, and financial performance, including cost tracking, reporting, and invoicing.
- Maintain up-to-date knowledge of environmental legislation, regulatory changes, best practices, and communicate updates to project teams.
- Prepare and review technical reports, proposals, bids, and regulatory submissions to ensure quality and compliance standards are met.
- Standardize and maintain data collection, analysis, and reporting tools, including the integration of GPS and GIS technologies.
- Ensure health and safety compliance through active participation in corporate safety programs, incident reporting, job hazard assessments, and monthly safety meetings.
- Support business development through client relationship management, proposal development, and participation in strategic growth initiatives.
- Travel occasionally to project sites and client meetings; accommodate extended fieldwork when necessary.
- Perform other related duties as required to support project delivery and company operations.
Qualifications:
- Bachelor’s or Master’s degree in Environmental Science, Biology, Environmental Resource Management, or a related field.A technical Diploma with relevant experiencewill also be considered.
- Professional designation or Qualified Professional status (e.g., P.Biol., R.P.Bio., P.Ag., or equivalent) is preferred.
- 5–12 years of progressive and directly related experience in environmental permitting, assessment, monitoring, and compliance, particularly on infrastructure and industrial projects in Alberta, Saskatchewan and/or British Columbia.
- In-depth knowledge of federal and provincial environmental legislation, regulatory frameworks, and permitting processes.
- Demonstrated experience leading environmental assessments, spill response and inspection, site reclamation planning, and preparation of technical reports and As-Built documentation.
- Proficient in wildlife and vegetation survey methods, weed surveys, and development of mitigation strategies.
- Skilled in soil and water sampling, turbidity and limnological monitoring, hydrological data collection, and erosion and sediment control planning.
- Competent in environmental desktop screenings, private land checklists, technical memoranda, proposals, and mitigation plan development.
- Strong technical writing, data management, and analysis capabilities.
- Proven ability to manage complex projects, lead multidisciplinary teams, and mentor junior staff.
- Effective communicator with experience engaging Indigenous communities, regulators, stakeholders, and clients.
- Ability to work independently or within a team in a dynamic, fast-paced environment.
- Willingness and flexibility to travel for extended fieldwork and work irregular hours as needed.
- Valid Class 5 driver’s license.

Wage:
$90,000 to $115,000 annually based on education, experience and professional affiliation.
