Qualifications

KEY RESPONSIBILITIES

1. Project Contributions

Responsible for reviewing and validating plans and specifications prepared by engineering consulting firms for construction projects.

Prepare plans, specifications and estimates for small-scale internal projects, taking into consideration municipal, environmental and Transport Canada regulations.

Responsible for monitoring progress payment statements and payment recommendations for internal work.

Provide direct technical support to the Construction Project Coordinator for engineering aspects of the projects they supervise on site, including non-compliance matters.

Take responsibility for Land Use requests related to construction work (technical assessment and follow-up).

Contribute to planning the maintenance program for the site and its infrastructure.

Contribute to assessing the capacity of existing and future infrastructure.

Provide technical and geomatics support for airport site optimization, redevelopment and development projects.

2. Airport Compliance, Obstacles and Zoning

Responsible for crane files and external tall-structure obstacle assessments with Transport Canada and NAV CANADA, including invoicing for external obstacle assessments and permits, as well as monitoring accounts receivable.

Conduct aeronautical impact assessments for internal construction projects (civil infrastructure, buildings, cranes, etc.) and ensure ongoing follow-up.

Participate in the PEC process.

Participate in updating the Airport Operations Manual (MEA) for the infrastructure component (approaches, lighting, markings, signs, runways and taxiways).

Collaborate with the Safety & Security Department as part of the Safety Management System (SMS), including risk assessments, quality assurance and compliance, PMC, etc.

Responsible for inspections of airside construction work, including airfield pavements, drainage, foundations and related infrastructure.

Responsible for resolving construction-related non-compliance issues, as well as technically validating the execution of work and deficiencies.

3. Support for Site Partner Projects

Analyze the regulatory compliance of projects (urban planning and environmental regulations, TP 312, TP 1247, NAV CANADA Land Use procedures) under the supervision of the Director.

Participate in the permit application process and in the implementation of the urban planning guidelines by site partners.

Issue and monitor standard construction permits for any modifications to partner facilities on the site involving construction work.

Provide technical support for external projects led by site partners.

REQUIRED QUALIFICATIONS AND SKILLS

Education

Minimum of 5 years of relevant experience.

Experience or training in geotechnical engineering and knowledge of airport infrastructure are considered strong assets.

Technical Skills

Proficiency in CAD software (AutoCAD) and 2D plan production.

Excellent ability to visualize and translate information into 3D from 2D references (OLS, airspace zoning, air navigation, buildings, etc.).

Excellent ability to read and interpret technical plans and specifications.

Ability to prepare plans, specifications and estimates for civil engineering projects.

Regulatory Knowledge

Knowledge of Transport Canada and NAV CANADA standards and guidelines (TP 312, TP 1247, airport zoning, obstacle limitation surfaces, Land Use procedures) is considered an asset.

Knowledge of urban planning and environmental regulations and civil engineering construction standards.

Knowledge of tendering procedures and public/private procurement.

Management Skills

Autonomy, attention to detail and ability to work in an operational airport environment.

Ability to coordinate with internal and external stakeholders (Operations, Safety & Security, engineering consulting firms, site partners).

Ability to manage multiple files simultaneously and respond quickly to changes.
