Job description

Project Manager, Capital (2 positions- term)

The Burnaby School District is located on the traditional territories of the x m k y m (Musqueam), S wx wú7mesh Úxwumixw (Squamish), and s l ilw ta (Tsleil-Waututh) Nations. Burnaby is at the geographical centre of Metro Vancouver. In 2021, Burnaby had a population of 249,125. The city is culturally diverse, with roughly 54% of residents having a primary language other than English or French.

We are the fourth largest school district in BC, operating 41 elementary and 8 secondary schools, as well as a range of District programs and Provincial Resource Programs. Over 26,000 students in Kindergarten through Grade 12 are enrolled. Our District employs more than 4,500 dedicated employees who are committed to providing all students with a wide variety of innovative, high-quality programs to ensure student achievement in areas that include academics, athletics, trades training, visual and performing arts, social responsibility, and leadership. In addition, our staff support the successful operation of our school facilities. Our District also provides lifelong learning opportunities to more than 6,000 adult learners through the Burnaby Community & Continuing Education program.

Reporting to the Director of Capital Projects, the Project Manager, Capital functions as part of the Capital Projects team under the Business Services department. The Project Manager is responsible for planning, implementation, and completion of major capital projects. The work involves applying project management and technical knowledge to new school construction, expansion schools, and seismic upgrade projects.

Key Responsibilities:

  1. Manage assigned projects from start to completion, ensuring contract compliance and satisfactory project completion on time and within budget.
  2. Liaise with architects, consultants, contractors, municipal authorities, and school administrators to meet the District's interests and the needs of the School Board.
  3. Conduct periodic field reviews of contract progress, ensure conformance with contract documents, and prepare progress reports. Manage change orders.
  4. Participate in consultative processes with facility users, designers, and District leaders during project planning.
  5. Collaborate with District leaders and support staff on design and project-specific work.
  6. Obtain permits/approvals, develop construction contracts with Purchasing, and solicit tenders. Participate in bid reviews.
  7. Manage contract and dispute processes as needed.
  8. Work with the Manager, Capital Accounting on financial recordkeeping, review and approve invoices, and maintain detailed project cost reports.

Qualifications and Experience:

  1. University degree in Engineering or Architecture. Certification as a Project Management Professional and/or Applied Science Technologist is an asset.
  2. Minimum six (6) years of progressive management experience in project management and construction within the public sector or large complex environments.
  3. Knowledge of project management principles, capital projects, contract management, negotiations, budget development, and financial controls.
  4. Thorough knowledge of the BC Building Code and construction contract law, public tendering, and insurance procedures.
  5. Strong negotiation skills, conflict resolution abilities, and experience with financial analyses and budget management.
  6. Effective team player, proactive problem solver, and capable of independent judgment.
  7. Excellent communication skills and ability to establish effective working relationships.
  8. Ability to provide technical advice on major projects.
  9. Valid B.C. driver’s license.

Salary: The starting annual salary range is $105,294-$118,455, with consideration of education and experience. Further details will be discussed in an interview. We offer a competitive benefits package and pension.

Term: 5-year position with potential for extension.
