POSITION SUMMARY:
The Building Services Department plays a critical role in ensuring the safety, reliability, and sustainability of hospital infrastructure and medical equipment. This department is responsible for the comprehensive asset lifecycle management of all building systems and medical equipment, encompassing preventive and corrective maintenance, strategic capital planning, and the execution of infrastructure renewal and modernization projects.

The Project Manager (PM) will lead a diverse portfolio of initiatives that support the hospital’s long-term infrastructure strategy. This includes planning and delivering projects funded through the Hospital Infrastructure Renewal Fund (HIRF) and Capital funding, conducting feasibility studies for future capital investments, and managing complex infrastructure upgrades and lifecycle renewal projects. The PM will also oversee major equipment overhauls, coordinate the replacement of high-value medical devices, and implement energy conservation and greenhouse gas (GHG) reduction initiatives aligned with the hospital’s sustainability goals.

Working collaboratively with operational and technical, and periodically clinical personnel, the PM ensures that all projects are delivered on time, within budget, and in compliance with regulatory standards and hospital policies. The role demands strong leadership, technical acumen, and project management expertise to navigate competing priorities and deliver outcomes that enhance patient care, operational efficiency, and environmental performance. It is important to note that this role may also support our Biomedical Engineering Department on an as need basis.

QUALIFICATIONS:

  • University Degree or 3 year Community College Diploma required. Architecture, Interior Design, Engineering or related field is preferred.
  • Project Management Professional (PMP) certification is preferred.
  • P. Eng (Professional Engineer) membership is preferred.
  • 5 years of progressive experience in project management within healthcare, institutional, or complex building environments, with a focus on infrastructure renewal, building systems, and/or medical equipment projects.
  • Strong understanding of hospital infrastructure systems, medical equipment, and building systems.
  • Proficiency in project management methodologies and tools (e.g., MS Project, Primavera, or equivalent).
  • Knowledge of applicable codes and standards including Ontario Building Code (OBC), CSA standards, OHSA, and healthcare-specific regulations.
  • Ability to manage budgets, schedules, procurement processes, and multidisciplinary teams.
  • Excellent communication, stakeholder engagement, and conflict resolution skills.
  • Familiarity with sustainability practices and energy conservation strategies in healthcare settings.

RESPONSIBILITIES:

  • Meet with stakeholders to define project scope, objectives, and functional requirements for infrastructure and equipment projects.
  • Lead the planning and design of small to large-scale infrastructure renewal, energy conservation, and medical equipment replacement projects.
  • Develop basic schematic designs and preliminary documentation for stakeholder review and approval.
  • Facilitate feasibility studies to support capital planning and infrastructure investment decisions.
  • Develop and implement strategies to ensure cost-effective and timely execution of multiple concurrent projects across clinical and non-clinical areas.
  • Oversee the physical implementation of infrastructure and equipment projects to ensure alignment with approved scope, schedule, budget, and quality standards.
  • Manage construction activities, including contract administration, site coordination, and project close-out documentation.
  • Monitor progress and proactively address issues to minimize risk and ensure successful project outcomes.
  • Ensure all construction work complies with applicable codes and standards, including the Ontario Building Code (OBC), Canadian Standards Association (CSA) guidelines, and other relevant legislative and regulatory requirements.
  • Apply rigorous quality assurance and risk management practices to maintain safety, performance, and compliance.
  • Promote and enforce health and safety protocols on project sites, ensuring adherence to the Occupational Health & Safety Act (OHSA) and hospital safety policies.
  • Conduct regular site inspections and collaborate with contractors and internal teams to identify and mitigate hazards, ensuring a safe environment for workers, staff, and patients.
  • Develop detailed cost estimates internally or through third-party consultants and secure project approvals.
  • Monitor and control project budgets throughout the lifecycle, ensuring financial accountability and value for money.
  • Track expenditures, manage cash flow, and report financial performance to leadership.
  • Ensure alignment with funding requirements and hospital financial policies.
  • Lead multidisciplinary project teams including hospital user groups, consultants, contractors, and internal departments.
  • Facilitate project meetings, prepare agendas, record minutes, and ensure follow-up on action items.
  • Manage stakeholder expectations through proactive communication, issue resolution, and collaborative problem-solving.
  • Foster a culture of transparency, accountability, and teamwork across all project phases.
  • Undertake special assignments and strategic initiatives as directed by the Director of Building Services & Biomedical Engineering.
  • Provide support for departmental planning, reporting, and continuous improvement efforts.
  • Assist with cross-functional projects that align with hospital priorities, including sustainability, compliance, and operational efficiency.
  • Contribute to the development of policies, procedures, and tools that enhance project delivery and infrastructure management.
  • Prepare and develop scope of work and specifications required for RFTs, RFPs, RFQs, and other solicitation formats in collaboration with strategic sourcing.
  • Lead pre-bid meetings, site walkthroughs, and perform technical review of bid submissions.
  • Support contract development and execution, ensuring alignment with hospital procurement policies and public sector guidelines.
  • Effectively engage and onboard consultants, contractors, and vendors, ensuring clarity of scope and expectations.
