The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Facilities and Operations Manager, BOF is seeking a temporary full-time Project Manager to take on the following responsibilities:

  • Leads all phases of projects including establishing priorities, resource requirements, and schedules; budgets, monitoring and reporting on progress, managing issues, and ensuring compliance with project management standards, Building Ontario Fund (BOF) policies, and best practices.
  • Provides leadership for the management of defined projects and their outcomes to ensure mandate and business plans are met.
  • Engages collaboratively across BOF to achieve successful implementation of business processes, tools, and solutions.
  • Coordinates projects across all functions to develop a strong cross functional network and facilitate alignment with key internal and external stakeholders to successfully achieve program deliverables, on time. Identifies and manages project interdependencies.
  • Develops and executes effective change management and communication plans, delivers presentations for key initiatives, facilitates consensus on proposed solutions from key partners and provides implementation updates.
  • Develops performance measures to ensure that the project is successful and completed on time and within budget.
  • Utilizes business stakeholder inputs and knowledge of existing systems and constraints to drive process improvements and supply chain optimization.
  • Develops risk management/mitigation strategies with clear escalation procedures to mitigate disruption to operations. Monitors risk throughout the project lifecycle, and recommends revised mitigation plans as required in response to changing risk levels; ensures effective implementation of solutions.
  • Tracks, monitors, and reports project progress, adjusts schedules and targets of the project, as needed.
  • Manages the development of end-to-end project management governance frameworks and a formalized project gating structure that guide the principles and processes of all project activities including document retention, risk mitigation and contingency planning, independent project reviews, best practices, monitoring, support metrics and overall project delivery quality.
  • Manages project close-out and handover activities; conducts post-implementation reviews to assess the quality of project implementation, identify successes, deliverables, achievements, and lessons learned.
Qualifications
Education and Experience
  • Degree in Business Management or related degree and relevant experience.
  • 6 to 8 years of experience managing large and complex projects with multiple stakeholders.
  • PMP designation from the Project Management Institute (PMI) is an asset.
Knowledge and Skills
  • In-depth knowledge of project management principles, methodologies, techniques, tools, and best practices.
  • Knowledge of risk management principles and methodologies and project contingency planning.
  • Knowledge of performance measurement principles and methods for evaluating project performance using financial and nonfinancial measures.
  • Demonstrated ability to lead matrix project teams of peers and other stakeholders and ability to work well within a matrix environment.
  • Excellent stakeholder management and influencing skills, capable of balancing multiple perspectives, effective at all levels up to senior executive.
  • Understanding of the Lean management philosophy and tools to enhance efficiencies and performance.
  • Strong analytical skills combined with practical business and financial acumen.
  • Ability to successfully navigate within varying degrees of ambiguity in a fast-paced environment.
  • Creative-thinking and problem-solving skills along with time-management, prioritizing, planning and self-direction skills.
  • Strong political acuity, to recognize and take into account sensitive political situations.
  • Strong attention to detail, along with strong written and verbal presentation and communication skills.

Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.
