Position Summary
BCIT’sCampus Planning and Facilities department is seeking aregular, full-time (1.0 FTE ) Project Manager. The Project Manager will provide project management leadership in the development, planning and execution of facilities renovation projects, building system replacements, and/or upgrades and infrastructure and park development. They are responsible for project planning, project management, risk assessment, communications, and contract management. The Project Manager will also supervise designated staff and provide leadership by directing work teams, contractors and consultants to ensure accountability and performance.
Duties & Responsibilities
DUTIES & RESPONSIBILITIES :
- Participates as a member of the Facilities Improvements leadership team and provides input to the development of Facilities Improvements strategies and shares responsibility for achievements and success. Establishes a framework of practices, procedures, standards, policies and processes.
- Provides project management leadership for facilities renovation projects, building system replacements, and/or upgrades and infrastructure projects. Supports a strategic, integrated approach towards planning, development and delivery of all assigned projects from conception to completion, ensuring they meet BCIT and Ministry requirements.
- Monitors and evaluates project activities by tracking progress, schedules, budgets, managing project documentation and reporting. Develops risk assessment for projects and determines strategies to mitigate risk. Alerts the Director to potential problems and adjusts plans and budgets accordingly.
- Collaborates with clients to complete project assessments to determine viability, needs, requirements and ensures the delivery of a project plan. Develops project scope in the feasibility stage, defines budget, schedules and quality requirements and assists and guides project holders in completing a business case for the project proposal.
- Provides timely and reliable communication regarding project progress to all internal and external project partners and liaises with BCIT staff to understand their educational, maintenance or operational concerns. Facilitates opportunities for networking and information sharing between faculty, staff, and administration involved in construction project management and delivery in order to ensure the development of best practices.
- Conducts construction site visits on all projects to ensure progress and compliance with schedules and standards. Manages multiple agreements/contracts and coordinates multi-disciplinary teams of engineers, contractors, technicians and architects to ensure accountability and performance.
- Partners with Purchasing to prepare requests for proposals and participates in the evaluation of proposals and selection of consultants and contractors. Provides guidance to Project Coordinators and clerical staff in preparing and reviewing the tenders.
- Involve all BCIT key staff and clients at various stages of a project by way of Technical Reviews or review of the project during critical stages in construction. Ensures that deficient work is completed in a timely manner on all projects; as-built drawings, operating and maintenance manuals, warranties and master plans.
- Manages the day-to-day operational and tactical aspects of multiple projects including minor projects on preliminary design and space planning requirements of BCIT and those coordinated by Project Coordinators.
- Researches best practices, trends and methods for operations and maintenance of large third-party contracts. Participates in industry organizations and keeps current on state-of-the-art initiatives.
- Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices.
Qualifications
QUALIFICATIONS :
- Diploma of Technology in Engineering or related field.
- Minimum five years of current, relevant and progressive experience in all phases of project planning, design, construction management for a large, complex, multi-site unionized organization.
- Project Management Professional ( PMP ) designation is an asset.
- Membership in Architectural Institute of British Columbia ( AIBC ) and/or Association of Professional Engineers and Geoscientists of British Columbia ( APEGBC ).
- A combination of education and experience may be considered.
- Advanced project management skills, with ability to lead projects from concept and planning through to completion.
- Advanced relationship management, communication and interpersonal skills with ability to build productive, collaborative relationships with clients, staff, and other internal/external stakeholders.
- Advanced analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making recommendations and/or decisions.
- Excellent ability to apply project management methodologies to prepare contract documents, specifications, schedules, and cost estimates and to manage projects and contracts.
- Broad knowledge of property management of educational facilities including health, safety, maintenance and operational requirements.
- Good knowledge of the jurisdictional responsibilities of various government agencies related to building by-law, zoning, environmental and safety requirements.
- Sound knowledge of the practices and methods of architectural and engineering firms as related to administration of projects and building construction.
- Working knowledge of AutoCAD, Autodesk Rivit, Building Information Modelling ( BIM ) software, Adobe and Microsoft Office software.

Salary Range $85,046 - $116,939, with a control point of $106,308 per annum
