The Toronto Police Service is looking for a forward thinking and driven candidate with experience in leading digital transformation projects in a diversity of environments, combined with proven problem-solving skills to aid in the identification of root cause issues and develop creative solutions.
What can I expect to do in this role?
Reporting to the Manager, the Project Leader works closely with the CIO to develop novel solutions to longstanding issues of community engagement, information flow and service delivery.
The Project Leader will be responsible for leading the development of project objectives, scope, guidelines, milestones and critical path, as well as, identifying and managing project risks, competing priorities and deadlines to ensure the Service s goals and strategic direction are aligned and can be achieved.They will be working with the project teams and Service partners to support communications plans, assist with stakeholder and community engagements and internal change management efforts.
Duties and Responsibilities :
Participates in the selection of Platform Technologies such as CRM, CMS.
Manages the implementation of several integrated platform technologies through the delivery of defined use cases.Achieves the minimum viable product and initiates iteration of the product through :
oIntegrated Project plans;
oBenefits realization;
oRisk and issue resolution;
oFinancial plans / project budget;
oCommunication plans / presentations.
Recruits and builds the digital team, collaborating with Communications Services, Strategy Management and Information Technology units to assemble a multi-disciplinary team.
Proactively manages vendor partners, business and technical subject matter experts.
Collaborates with subject matter experts, Command members, agencies with Police oversight (OIPRD, IPC) and community stakeholders.
Accountable for ensuring the successful implementation and sustainability of the Platforms and Digital transformation.
Exercises professional judgement, strategic thinking, and skill proficiency to propose, support, and / or complete simultaneous complex projects.
Provides required updates using accessible project management tools and proven methodologies to the PMO Manager, CIO and other stakeholder groups as required.
Develops, prepares and maintains up-to-date project artifacts including :
oBusiness cases;
oProject charters, including scope statements;
oBusiness requirements , user stories;
oProject plans, including schedules, timelines and work breakdown structures;
oChange management and stakeholder strategies;
oStakeholder analyses and engagement plans;
oProject reports, including progress reports, financial summaries and dashboards / scorecard updates;
oRisk / Issue logs and mitigations strategies.
Identifies alignments of project direction with the Service s strategic priorities and goals.
Leads teams during project implementations.Motivates and engages team members, conveys clear expectations for assignments and holds people accountable for achieving their goals.
Establishes and supports project-working groups and steering committees as required, including creating terms of reference, scheduling and chairing meetings.
Documents project benefits, challenges and lessons learned.
Documents minutes of meetings and action items in a timely manner.
Performs typical duties inherent to the position.
Education / Experience :
Undergraduate degree in a related field (Digital Transformation, Computer Science, and Business Administration).
Project Management Professional (PMP) certificate or another form of project management certification.
Minimum 7 years of experience, within the last 10 years, which includes :
oLeading digital transformation projects in a diversity of environments
oDeveloping internal and external communications strategies;
oLeading project teams on successful project implementations;
oDeveloping and implementing complex and large-scale projects;
oLeading projects in organizations of a similar size as the Service;
oMinimum of 5 years experience, using project management software.
Skills / Competencies :
Skilled in Agile methodologies and tools such as Jira, Confluence.
Comfortable with ambiguity and conversant with the application of methodologies to bring structure to projects.
Understanding of policing would be considered an asset.
Familiar with cloud-based platform technologies and how these can be composed into robust solutions.
Familiar with Service Design principals.
Possess strong oral and written communication skills.
Effective troubleshooting and problem-solving skills to aid in the identification of root cause issues and develop creative solutions.Have a proven ability to transfer knowledge both within and between business units.
