In this role, you will help to influence and work with project teams within the Service to set project scope, ensure detailed business and data requirements are developed, and manage execution for all aspects of Finance and Accounting.

What can I expect to do in this role?

Under the direction of the Manager, Accounting Services, you will be responsible for coordinating with Service members and other stakeholders to develop, lead, deliver and manage multiple high priority projects. You will oversee and ensure successful delivery of results with an internal project team on project implementation, project milestones and deliverables.

This leadership role supports the Manager in the day-to-day operations of the Accounting Services Unit and financial reporting requirements.

Duties and Responsibilities :

  • Manages multiple high priority projects related to modernizing business processes, ensuring that projects are delivered on time and in support of the Service’s business plan and the City of Toronto’s mandate.
  • Leads and participates in the vendor procurement process. Oversees external vendors to ensure compliance and delivery. Identifies and resolves vendor performance issues through meetings and follow up.
  • Leads teams during project implementations. Motivates and engages team members, conveys clear expectations for assignments and holds people accountable for achieving their goals.
  • Monitors and follows up on completed projects to ensure the implementation of resolutions and the continued long-term accomplishment of the goals set out in these projects.
  • Identifies initiatives and solutions to accounting and financial related challenges facing the Service, and plans and prioritizes them to implement organizational change.
  • Develops and prepares various tools and templates to track, monitor and evaluate several projects that are ongoing at the Service. Tools and templates may include; project plans, stakeholder engagement, communications plans, evaluation / measurement plans, and risk analyses.
  • Develops project review implementation plans to be approved and reviewed by management.
  • Researches, evaluates and monitors training, workshops, and other educational and capacity building tools, coaching and programs designed to foster process improvements and risk mitigation.
  • Oversees the work of the project team and collaborates with multiple stakeholders that may include City of Toronto personnel, banking institutions and other SMEs. Provides training, support and development opportunities to staff.
  • Identifies project needs through consultation with Service stakeholders, analyzing past and current Service plans, consulting with Command, management and various units to enhance business processes.
  • Continuously assesses financial risks due to internal control issues and develops risk mitigation strategies in consultation with Command and management.
  • Reviews and oversees reports and research completed by staff regarding business process issues. Manages research and analysis to identify control gaps and opportunities for process improvements and informs the development of work plans, effective solutions and process mapping, flowcharting and documentation.
  • Assists with the development of Accounting Services’ operational risk mitigation strategy framework for implementation and change management within the Service.
  • Identifies, tracks and ensures resolution of complex problems relating to business processes and internal controls, escalating when necessary.
  • Supports the development, administration, maintenance and delivery of various services specifically as they relate to the promotion of and compliance with the Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAB) and PCI-DSS, regulatory requirements, and Service By-Laws and Procedures.
  • Supports the development and enhancement of Finance / Accounting related Service procedures, as well as unit specific procedures.
  • Acts in absence of the Manager, Accounting Services, as required.
  • Performs other related duties and responsibilities inherent to the job, as required.

Education / Experience :

  • Degree in business / accounting / economics, preferably with professional designation (CPA, CPA CA, CPA CGA).
  • Certification / designation in project management or other related discipline would be considered an asset.
  • Minimum of five years’ experience as a progressive leader, preferably in management role and with considerable experience in large scale implementation and development of special projects.
  • Considerable experience in SAP or similar ERP systems.
  • Experience in gap analysis with a successful track record of leading process improvement initiatives within a large organization and a unionized environment.
  • Experience leading, motivating and supporting units and team members.
  • Knowledge of project methodology and project management to plan, administer, coordinate and participate in various projects and initiatives is an asset.
  • Is a team player who works collaboratively with coworkers as well as internal and external stakeholders on various projects, while balancing competing priorities.
  • Demonstrated organizational skills to oversee multiple projects at once.
  • Experience working with and drafting project plans, communications plans, evaluation plans and measurement plans, as well as conducting risk analyses.
  • Extensive project development experience, with particular focus concerning the development of large scale initiatives.
  • Experience in KPIs, process mapping, flowcharting and writing procedures.
  • Strong knowledge of GAAP, PSAB, PCI DSS and other regulatory requirements.
  • Strong critical thinking and advanced analytical skills in order to critically analyze complex and contentious challenges found in projects, and the ability to devise creative solutions to challenges.
  • Computer experience required, including standard office computer applications (e.g. Microsoft Word, Microsoft Excel-Advance level (pivot tables, advance formulae, macro, etc.), Microsoft PowerPoint, and Microsoft Outlook).
  • Probationary Period :

    One (1) year.
