Job summary

Spirit Omega Inc. in Edmonton, AB is seeking a Project Estimator to support the Transmission Program Management team in planning and executing multiple high‑voltage transmission projects.

You will coordinate the delivery of assigned projects and support Project Managers from inception through closeout, including cost and schedule monitoring, scheduling crews, contract management, HSE reporting, and records management.

Qualifications

• 5+ years of estimating experience in construction, electric transmission, power utilities, or heavy civil infrastructure.
• Experience estimating high‑voltage transmission and/or substation projects is an asset.
• Professional designation (P.Eng., CET, or equivalent) is considered an asset.
• Experience in regulated transmission utility environments and familiarity with AUC capital governance processes is considered an asset.
• Valid Class 5 Driver’s License for field visits within Edmonton

Responsibilities

• Develop conceptual, preliminary, and detailed cost estimates for transmission projects, including overhead and underground lines and substations.
• Review drawings, specs, standards and scopes of work to support estimate development.
• Perform detailed quantity take-offs and determine labour, equipment, and material requirements.
• Collaborate with Engineering and Construction to assess constructability and execution strategies.
• Support capital budget development, business case preparation, and AUC filings.
• Maintain estimating databases, cost models, and Basis of Estimate documentation.

Job description

Location: Edmonton, AB

Contract: 12 Months

Hours: 40 hours/week

7:30 AM - 4:00 PM daily, excluding Weekends and Stat holidays. OT is not applicable.

The Project Estimator to support the Transmission Program Management team in planning and executing multiple high voltage transmission projects.

The Project Estimator is accountable for coordinating the delivery of assigned projects and supporting a team of Project Managers in the delivery of all aspects of a project from inception through to close out, including: cost and schedule monitoring, scheduling crews, contract management, HSE reporting, quality management coordinating regulatory deliverables and records management.

• Develop conceptual, preliminary, and detailed cost estimates for transmission projects, including overhead and underground lines, substations, and asset replacement or upgrade programs
• Review engineering drawings, technical specifications, standards, and scopes of work to support estimate development
• Complete detailed quantity take-offs and determine labour, equipment, and material requirements
• Apply standardized estimating methodologies, unit rates, and historical cost data
• Identify estimating assumptions, cost drivers, risks, and uncertainties, including development of escalation and contingency allowances
• Collaborate with Engineering and Construction to assess constructability, sequencing, and execution strategies
• Support capital budget development, business case preparation, and Alberta Utilities Commission (AUC) filings
• Review contractor estimates, tender submissions, and change orders for scope completeness and cost reasonableness
• Maintain estimating databases, cost models, and estimating documentation
• Prepare and maintain Basis of Estimate documentation, including inclusions, exclusions, and assumptions
• Participate in post-project reviews to improve estimating accuracy and processes
• Other duties that may be assigned consistent with the job description

• Diploma or degree in Engineering, Engineering Technology, Construction Management, or a related discipline
• 5+ years of estimating experience in construction, electric transmission, power utilities, or heavy civil infrastructure
• Proven experience estimating high-voltage transmission and/or substation projects is an asset
• Professional designation (P.Eng., C.E.T., or equivalent) is considered an asset
• Experience in a regulated transmission utility environment and familiarity with AUC capital governance processes is considered an asset
• Valid Class 5 Driver’s License for field visits within Edmonton
