Job summary

Canadian Nuclear Laboratories is seeking a Project Delivery Specialist in Chalk River, Ontario. The role supports project teams through governance, readiness and continuous improvement initiatives while strengthening project delivery practices across the organization.

The ideal candidate has 8+ years in project management or related fields, experience in regulated or high-hazard environments, and a strong ability to review and advise on project governance documentation and delivery strategies.

Qualifications

  • 8+ years in project management, controls, assurance, or delivery of complex capital or nuclear projects.
  • Experience guiding projects through planning, execution, governance or readiness stages.
  • Experience reviewing governance documentation and deliverables.
  • Ability to provide clear, practical feedback and advocate for readiness.

Responsibilities

  • Attend and contribute to project progress meetings, governance forums, and readiness discussions.
  • Coordinate information from multiple disciplines to support governance reviews and decision-making.
  • Provide guidance on governance expectations and readiness requirements for project teams.
  • Review project deliverables (e.g., Execution Plans, charters, management plans) for alignment with governance.
  • Assess completeness, credibility, and alignment of scope, schedule, cost, risk and execution strategies.
  • Suggest improvements and gaps to project teams and management.
  • Help develop and improve governance documents, templates, and guidance under PDO scope.

If you answered yes, this may be the job for you, as our Chalk River location is looking for a Project Delivery Specialist to support project teams through governance, readiness, and continuous improvement initiatives while helping strengthen project delivery practices across the organization.

What you will be doing!
  • Attending and participating in project progress meetings, project reviews, governance forums, and readiness discussions to maintain awareness of project status, emerging issues, risks, decision requirements, and delivery challenges.
  • Coordinating and integrating project delivery information from multiple disciplines and stakeholders, including Project Managers, Project Controls, Engineering, Procurement, Finance, Operations, and Functional Authorities, to support governance reviews and project decision-making.
  • Providing project delivery guidance and recommendations to project teams regarding governance expectations, readiness requirements, project management deliverables, and effective project management practices to support successful project delivery outcomes.
  • Reviewing project management deliverables prepared by projects, including Project Execution Plans, Gate Strategy Plans, gate packages, sanctioning packages, project charters, project management plans, recovery plans, decision papers, change control packages, and readiness evidence.
  • Assessing whether project deliverables are complete, coherent, credible, and aligned with PDO governance expectations, including whether scope, schedule, cost, risk, assumptions, interfaces, and execution strategy are integrated and support the decision being requested.
  • Providing clear comments, recommendations, and feedback to project teams, identifying missing evidence, weak assumptions, unclear accountabilities, readiness gaps, or areas requiring additional review before progression.
  • Supporting the preparation, revision, and improvement of project management governance documentation under the PDO’s scope, including standards, procedures, templates, guidance, forms, and supporting materials.
  • Reviewing current PMO / PDO project management documents and identifying gaps, duplication, outdated content, or misalignment with the updated project delivery methodology.
  • Incorporating observations from project engagement, assurance findings, lessons learned, and project delivery experience into governance document improvements.
  • Analyzing project updates, governance submissions, schedules, risks, and supporting documentation to identify emerging project delivery risks, readiness concerns, inconsistencies, and potential obstacles to successful project execution.
  • Developing and communicating practical recommendations to project teams and stakeholders to address project delivery issues, improve governance readiness, strengthen project management practices, and enhance decision quality.
  • Coordinating with project teams, SMEs, Assurance Leads, and functional organizations to facilitate resolution of project delivery concerns and escalating significant readiness, governance, or delivery risks requiring additional support or management attention.
  • Helping identify and coordinate required SME support for projects, including internal SMEs, reach-back support from functional organizations, external specialists, or MSA-based resources where needed.
  • Working with Assurance Leads to identify projects that may benefit from interim assurance, targeted assurance, deep dives, or third-party review based on project status, readiness concerns, or upcoming decision points.
  • Supporting coordination of project-facing SME inputs to ensure expert advice is provided at the right time and integrated into project readiness, governance, or assurance activities.
  • Identifying and recommending improvements to project delivery processes, governance practices, templates, procedures, guidance documents, and readiness assessment approaches based on project engagement, lessons learned, assurance observations, and stakeholder feedback.
  • Supporting the development and implementation of improvements to project delivery governance, project management methodologies, performance monitoring approaches, and project delivery tools used across CNL.
  • Participating in PDO initiatives focused on improving project management capability, governance effectiveness, project readiness, and overall project delivery performance through continuous improvement and organizational learning activities.
  • Other duties as assigned by your manager.
What We Are Looking For
  • Education
    • Bachelor’s degree in engineering, business, project management, or related discipline. Equivalent project delivery experience may be considered in lieu of formal education.
    • Advanced degrees or professional certifications (PMP, PgMP, IPMA, APM, etc.) considered an asset.
  • Experience
    • 8+ years in project management, project controls, project assurance, audit/oversight, or delivery of complex capital or nuclear projects.
    • Experience in managing, leading, supporting, or reviewing projects through planning, execution, governance or readiness stages.
    • Experience preparing or reviewing project management deliverables and project governance documentation. Experience in regulated or high-hazard industries preferred.
  • Knowledge, Skills & Abilities
    • Strong project management judgement and ability to assess whether project information is complete, credible, and decision-ready.
    • Ability to review an integrated project package and understand how scope, schedule, cost, risk, assumptions, interfaces, and execution strategy fit together.
    • Ability to identify gaps in project documentation, readiness, evidence, or governance alignment before they become issues at a gate or decision point.
    • Strong written and verbal communication skills, including the ability to provide clear, practical feedback to project teams.
    • Ability to influence without direct authority and support projects constructively while maintaining appropriate independence.
    • Ability to recognize when specialist input is required and help coordinate SME, assurance, or third‑party support.
    • Strong organizational skills and ability to manage multiple project‑facing priorities at the same time.
    • Ability to read project updates, understand project status, identify emerging concerns, and elevate where required.
    • Strong understanding of gating, lifecycle governance, sanctioning, and Earned Value Management Systems. Knowledge of project delivery practices across scope, schedule, cost, risk, change control, governance and stakeholder management.
    • Familiarity with nuclear project delivery expectations, regulatory environments, and safety culture principles.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."
Working Conditions
  • Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.
