Our AM&M Signals & Communications, Projects – Level Crossings office is looking for a Project Coordinator, Signals & Communications, to coordinate, monitor, and control the design and construction of at-grade level crossing railway signal infrastructure and associated assets in a safe, timely, consistent, and cost-effective manner.
What will I be doing?
- Plans and supports Signals and Communications capital and emergent contracts services for the design, execution and/or upgrades to signaling and communication systems assets.
- Ensures compliance with Metrolinx standards and policies, Health & Safety, and industry standards such as Transport Canada Grade Crossing Standards and AREMA for all projects,
- Plans, forecasts, monitors, and reports capital project expenditures such as, purchase orders, change orders, emergent contracts, project delivery contracts and invoicing
- Administers emergent tasks assignments and contracts for capital projects for signals and communications level crossings.
- Prepares, submits, and coordinates tender document specifications, contracts and awards for construction and consultant services.
- Support Procurement and Contract Services during tendering by developing contracts and providing information to contractors and consultants on questions arising during tendering. Participates in evaluating bids and recommending for approval the award of contracts.
- Researching and participating in the development and implementation of lean practices and root cause analysis to maximize reliability, availability and maintainability of railway corridor signals and communications systems and Metrolinx processes performed by the project delivery team.
- Coordinates and supports rail corridor access and flagging requests and conflict resolution associated to the project contract execution.
- Managing the implementation and monitoring of approved projects through all stages of design, construction, testing, and commissioning.
- Leading and coordinating project meetings and providing project reporting for management briefings.
- Attending site visits to ensure safety and project scope are performed to standard and represent MX interests in collaboration with other MX subject matter experts.(SME).
What Skills and Qualifications Do I Need?
- Complete a 3- or 4-year community college program in a related field (engineering technology/business) or an equivalent combination of education, training, and experience that provides good knowledge of track and signal railway engineering. Engineering degree will be considered an asset.
- Minimum five (5) years' experience related to the planning, design, and construction of transit facilities, interpreting and applying contract plans and specifications and coordinating contracted engineering projects. Experience designing and implementing conventional signaling and level crossing systems is an advantage.
- Working knowledge of conventional Railway Signaling will be considered an asset.
- Knowledge of at-grade level crossings, rail corridor access, workblocks, flagging, work plans, work permits, and signals and communication construction and testing activities.
- Knowledge of the theory, principles, and practices of electrical and civil engineering.
- Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable contract legislation.
- Thorough understanding of Railway Rules and Regulations and Safety & Operating procedures.
- Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability.
- Proficiency in the use of project management software and computer applications (Teams, SharePoint, oracle, Unifier, Projectwise) is essential.
- Proficiency in the use of MS Office (PowerPoint, word, Excel) is essential.
- Must have a valid Ontario "G" Driver's License that meet the corporate standard for a good driving record and can obtain the GO Transit Operators permit.
