Company Overview

PM2CM, Inc. (Project Management to Construction Management) is a professional services company dedicated to providing Program and Project Management, Construction Management, and Project Controls services during the design and construction phases of projects. Our core expertise lies in Project Controls, including Scheduling, Cost Controls, Document Management and Controls, Budget Tracking and Monitoring, Estimating, Risk Analysis, Claims Avoidance and Mitigation, Change Management, and Earned Value Management.

PM2CM is willing to consider sponsorship for TN visa. The position is located in Los Angeles County, CA, USA. Hybrid-Remote (Tuesday and Wednesday in the office/field).

Position Overview

The Project Controls Advisor leads efforts to consolidate scope and cost for projects ranging from $25M to over $1B. This role ensures projects follow governance processes and assists the Project Manager in obtaining executive approval throughout the project lifecycle. The advisor will be a subject matter expert on project estimation and aggregation methodology, including risk and contingency application.

Responsibilities
  1. Collaborate with Project Management, Project Controls, Engineering, Finance, Law, Regulatory, and others to plan, schedule, and manage the process for gathering scope and cost at each stage gate from all disciplines.
  2. Analyze cost estimates to verify alignment with historical benchmarks and investigate discrepancies with estimators.
  3. Manage supporting documentation for stage gate updates and regulatory filings.
  4. Peer review project aggregations with minimal supervision.
  5. Develop Cost Estimates for Transmission & Distribution Substations, Rebuild/Expansion of Substations, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations.
  6. Prepare scope take-off based on Design Specifications, Meeting Minutes/Scope of Work, and Electrical & Civil drawings.
  7. Estimate material and labor costs using estimating standards and input into Cost Estimating Tools such as SCMT and InEight.
  8. Collaborate with stakeholders and utilize engineering, estimating, scheduling, and project management knowledge to review and approve estimates.
  9. Perform variance analysis at various project stages and update estimates based on change requests.
  10. Conduct peer reviews of cost estimates to validate accuracy and scope.
Requirements

Skills and Abilities:

  • Minimum of 4 years of construction industry experience.
  • Thorough understanding of civil engineering principles, practices, and tools.
  • Proficiency in AutoCAD and other design, data recording, and analysis software.
  • Ability to interpret engineering plans, schematics, and soils reports.
  • Capability to visualize finished grade production.
  • Knowledge of Best Management Practices (BMP).
  • Understanding of construction materials, methods, and safety regulations.
  • Problem-solving skills and effective communication abilities.
  • Attention to detail and accuracy.
