Job Overview

We are seeking a highly skilled Project Control Manager to oversee cost and schedule development and control throughout the full lifecycle of projects. This role involves collaborating with project engineers and managers to ensure effective project scope management, financial health, and execution. The ideal candidate will have extensive experience in construction, cost management, and project controls, with a strong understanding of industrial construction and pipeline operations.

Key Responsibilities

  • Provide comprehensive project control management, including cost and schedule development and control throughout the project lifecycle.
  • Assist the Project Engineer/Manager in project scope management by offering insights and recommendations on scope definition, verification, change control, and financial health.
  • Collaborate with internal teams, including Field Cost Control Analysts, to understand incurred field costs and stakeholder indirect costs, comparing them against budget and monthly forecast values.
  • Prepare expenditure profiles, workforce histograms, comparative capital cost estimates, and total program monthly forecast summaries.
  • Provide estimating support to other departments for internal cost controls.
  • Track Key Performance Indicators and work with groups to improve overall project execution.
  • Generate regular and ad hoc analysis, including graphs, summary tables, and presentations.
  • Develop templates, examples, and policies & procedures to assist project managers in implementing the Gating Controls Process.
  • Prepare project status reports with variance analysis and reasoning for senior and project management.

Qualifications

  • A diploma, degree, or related construction or operational training and/or experience. Minimum of 7 years of related experience or an equivalent combination of education and experience.
  • Experience in cost and scheduling controls of multi-discipline projects, with industrial construction experience and interfaces with engineering, procurement, contracting, execution, and commissioning phases highly desirable.
  • General understanding of pipeline and terminal operations.
  • Excellent oral and written communication skills.
  • High proficiency with MS Excel (v-lookups, pivot tables, etc.), MS Office Suite, and Oracle or SAP. Power BI and EcoSys experience is a plus.
  • Understanding of Earned Value Management techniques for tracking project performance preferred.
  • Strong problem-solving, decision-making, organization, planning, and leadership skills.
  • Collaborative, team- and service-oriented work style.
