Job summary

TC Energy seeks a detail-oriented Project Controls Analyst to support External Relations financial commitments and small scope capital projects. You’ll provide financial governance, forecasting, cost control, and audit-ready records, collaborating across Project Controls, Delivery, Indigenous Relations, Legal and Finance to ensure effective governance.

Qualifications

  • Post-secondary education in finance, accounting, business administration, engineering, construction management or a related discipline.
  • Minimum 4+ years of related experience.
  • Experience supporting project initiation, budget management, forecasting, cost control, management of change, reconciliation, financial reporting or project closeout.
  • Knowledge of capital project lifecycle processes and project performance measurement principles.
  • Working knowledge of project funding, cost coding, commitments, actual costs and forecast management.

  • Support project initiation, including project setup, WBS development, cost coding alignment, funding validation and baseline budget establishment for small scope capital projects.
  • Develop, maintain and communicate project budgets, forecasts, costflows and commitment plans for assigned projects.
  • Monitor project performance and analyze cost and schedule variances, risks and opportunities that may affect project outcomes.
  • Support Project Controls Management of Change activities, including change identification, impact assessment, approval tracking, forecast incorporation and reporting.
  • Prepare project performance reports, dashboards and periodic forecast updates for project teams and leadership.
  • Coordinate funding requirements and maintain alignment among approved funding, commitments, actual costs and forecasts.
  • Support project closeout, including final forecasting, cost reconciliation, financial closure and retention of supporting documentation.

The Opportunity Canada Gas Growth is seeking a detail-oriented Project Controls Analyst to support External Relations financial commitments and small scope capital projects. The role provides financial governance, forecasting, cost control, performance reporting, management of change and closeout support while maintaining accurate, audit-ready project records. The role will provide centralized oversight of recurring commitments, payment schedules, funding alignment and reconciliation. You will support the project lifecycle from initiation and project setup through budget management, forecasting, management of change and financial closeout. The successful candidate will collaborate with Project Managers, Project Delivery, Project Controls, Project Support, Indigenous Relations, Legal and Finance to support effective governance and project execution.

What you’ll do

  • Support project initiation, including project setup, WBS development, cost coding alignment, funding validation and baseline budget establishment for small scope capital projects.
  • Develop, maintain and communicate project budgets, forecasts, costflows and commitment plans for assigned projects.
  • Monitor project performance and analyze cost and schedule variances, risks and opportunities that may affect project outcomes.
  • Support Project Controls Management of Change activities, including change identification, impact assessment, approval tracking, forecast incorporation and reporting.
  • Prepare project performance reports, dashboards and periodic forecast updates for project teams and leadership.
  • Coordinate funding requirements and maintain alignment among approved funding, commitments, actual costs and forecasts.
  • Support project closeout, including final forecasting, cost reconciliation, financial closure and retention of supporting documentation.
  • Develop and maintain External Relations payment schedules aligned with agreement terms, approved budgets and defined payment triggers.
  • Validate charge codes, funding and required approvals before External Relations payments are processed.
  • Track and reconcile External Relations commitments, actual costs and forecasted payments to help prevent duplicate, missed or misallocated payments.
  • Provide clear, consistent and audit-ready reporting on agreement status, commitments, actuals and forecasted spend.
  • Investigate variances and payment issues, coordinate resolution and maintain supporting records.
  • Establish and maintain standardized controls, working files and reporting practices for project controls and External Relations payment management.
  • Collaborate with Project Controls, Project Support, Project Delivery, Project Managers, Indigenous Relations, Legal and Finance stakeholders.
  • Support continuous improvement of project initiation, cost control, forecasting, change management, reporting and closeout practices.

Minimum qualifications

  • Post‑secondary education in finance, accounting, business administration, engineering, construction management or a related discipline, or an equivalent combination of education and relevant experience.
  • Minimum 4+ years of related experience.
  • Experience supporting project initiation, budget management, forecasting, cost control, management of change, reconciliation, financial reporting or project closeout.
  • Knowledge of capital project lifecycle processes and project performance measurement principles.
  • Working knowledge of project funding, cost coding, commitments, actual costs and forecast management.
  • Ability to analyze project and financial data and communicate trends, risks and opportunities to stakeholders.
  • Intermediate to advanced Microsoft Excel skills.
  • Strong analytical, problem-solving, organizational, written and verbal communication skills.
  • Ability to work effectively across multiple functions, manage competing priorities and follow through on commitments.
  • High attention to detail and a strong commitment to financial accuracy, compliance and audit readiness.

Preferred qualifications

  • Experience with SAP Project Systems, Pims Cost Management and Microsoft Power BI.
  • Experience supporting capital projects or a project delivery organization.
  • Experience with agreement‑based, milestone‑based or recurring payment obligations.
  • Knowledge of Project Delivery Standards, project governance and management of change processes.
  • Experience working with Indigenous Relations, External Relations, Legal or other stakeholder‑facing functions.
  • Familiarity with Monday.com or comparable workflow‑tracking tools.
