The County of Lambton is seeking a Program Supervisor for Homelessness Prevention & Social Planning. This role involves managing homelessness prevention initiatives, supervising staff, and collaborating with community and governmental stakeholders to enhance service delivery for at-risk populations. Applicants should have a strong background in social services, including supervisory experience and relevant educational qualifications.
Hours of Work : 8 : 30am to 4 : 30pm Monday to Friday
Wage Rate : $ 59.06 to $70.32 / hour
Position Summary
The Program Supervisor Homelessness Prevention & Social Planning is responsible for managing and coordinating the planning development implementation and monitoring of new and on-going homeless prevention initiatives and services for the community. This role works collaboratively with homeless prevention housing and social service stakeholders and will ensure the effective implementation of plans programs and related support services for vulnerable individuals and families experiencing homelessness or at risk of becoming homeless. This role is responsible for the development of provincial and federal funding submissions and reporting requirements and for leading program compliance to ensure effective integrated delivery of programs to enhance the homelessness service system in Lambton County. The Program Supervisor also participates in the planning development and implementation of social planning initiatives in poverty reduction and other areas within the Social Services Division.
Job Duties and Responsibilities
Program and Service Delivery Responsibilities :
Manage and coordinate the planning development and implementation progress reporting and periodic renewal of the County of Lambtons ten year Homelessness Plan in collaboration with the department and consultation with external stakeholders including the Provincial Homelessness Prevention Program and the Federal Reaching Home Program.
Assist in the preparation and monitoring of service agreements with community agencies for funding as approved by Council and the Ministry of Municipal Affairs and Housing and the Federal Government.
Write reports and analysis documents including reports to be presented to County Council.
Provide social planning policy development and community capacity building assistance across a broad social services spectrum.
Liaise with various government ministries and social agencies in developing policies to ensure optimum integration and coordination of local social services.
Collectively work with external partners and departmental staff to develop social planning processes and frameworks such as department service plans homelessness plans Caseload Trends Report.
Prepare related reports and / or provides input into department decisions regarding program or policy.
Supervise Social Planners in conducting analysis and research of emerging issues for divisional program areas predicting trends.
Manage the Co-ordinated Access System in keeping with Provincial guidelines.
Human Resources Management
Responsible for recruitment and selection of departmental staff including training supervision evaluation and discipline.
Prepare and deliver probationary and annual performance appraisals.
Compile an individual development program which includes an orientation period identification of educational and training needs and auditing of work.
Follow performance management and attendance policy establishing corrective action where necessary.
Ensure adherence to legislation such as Employment Standards Act Ontario Health and Safety Act Human Rights Code union collective agreements and County policies.
Provide supervision to another team in their supervisors absence.
Support Manager in the preparation of the Departments Municipal Provincial and Federal budgets.
Develop and negotiate service contracts with both provincial and federal Ministries.
Develop contracts and annual budget for third party community partners.
Approve payments and monitor expenditures for community grants / payments to ensure alignment with approved budget and request reconciliation of amounts quarterly.
Review and reconcile annual Homelessness contracts with service providers to ensure compliance with various Ministry guidelines.
Prepare quarterly and annual Ministry statistical and financial reports.
Analyze program expenditures and recommend options to maximize available funding.
Approve staff expense claims and overtime compensation.
Communication :
Assist in identifying and communicating social issues to staff community groups the media community politicians provincial and federal associations public associations and the public.
Work with an evaluation team to ensure appropriate program evaluation systems are in place and provide updates to Council and the community.
Preparation of reports utilizing research findings.
Liaise with various government ministries including both provincial and federal social service agencies health care providers elected officials community agencies and client groups to verify and / or provide information.
Participate on committees (Reaching Home Community Advisory Board new initiatives special projects).
Facilitate staff training discussion groups community forums workshops.
Liaison with community agencies provincial and federal staff other County departments.
Knowledge of Word Excel PowerPoint.
Serve as an expert in the implementation and use of provincial transfer payment social assistance system as well as other technologies used to deliver Homelessness services. (HIFIS)
Use Microsoft Office Cognos Analytics Reporting County financial systems and other systems and software required in daily operations.
General :
Incumbents must keep up-to-date on all relevant legislation collective bargaining agreements County Policies and Procedures etc. ensuring that these are implemented as prescribed.
Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and / or the requirements identified within the positions Physical Demands Analysis.

Functional Authority : None
A University degree from an accredited post-secondary school institution in Social Sciences with an emphasis on planning and research; or a combination of education and experience in a relevant discipline related to social planning. Preference given to a Master of Social Service or Social Science and / or professional designation (M.S.W. .)
Experience
Five years of experience in social service environment with an emphasis on community-based planning in one or more of the program areas
Previous supervisory experience required
Excellent written and verbal communication skills
Ability to lead supervise motivate and delegate
Knowledge of and demonstrated systems thinking ability and change management design process and implementation strategies.
Working knowledge of government and community agencies
A valid Ontario drivers license and use of a vehicle.
