Program Manager, Water and Wastewater Engineering Services

Public Works - Water and Wastewater Engineering ServicesStatus: Regular Full Time

Salary Range:$114,196 to $142,747 per annum (plus comprehensive benefits and vacation accrual)

Work mode: Hybrid; 2 onsite days per week, which can increase based on operational requirements.

Location: 10 Peel Centre Drive, Brampton, ON

Reports to: Manager, Capital Water Wastewater Collection and Conveyance.

In this role you will lead a team of (4-6) Project Managers, Technical Analysts and Administrative staff.

What you will do in this role:

  • Supervise and provide technical support to a multi-disciplinary team.
  • Supports the growth of skills and knowledge of direct reports by working with staff to establish challenging and achievable development plans that include both formal training and informal opportunities such as coaching, cross training, knowledge sharing, and learning assignments. Empower direct reports by giving regular feedback and encouraging participation in key decision-making processes, where appropriate.
  • Plan, schedule and manage the design and construction of capital projectswith a focus on the expansion of and on-going maintenance for the sanitary sewer pumping stations.
  • Assist in the preparation of project budgets, monitor and control spending.
  • Provide technical support for operations including major repairs and replacements, process optimization, service delivery reliability and contract oversight
  • Prepare Council reports, support staff when addressing and responding to public complaints and concerns and effectively communicating project related information.

  • Works with local municipal representatives, conservation authorities, government agencies, water and wastewater industry associations, vendors and academic researchers and institutions for the benefits of the Region of Peel.

  • Work in collaboration with others develop the Wastewater Infrastructure 10-Year Capital Plan which includes growth-related and rehabilitation/replacement projects.

  • Coordinate the Wastewater Program budget presentation and report for the Director/Manager.

  • Identify necessary resources (funding, staff, external service providers) and prepare business cases.

  • Coordinate the detailed design and construction constraints with other internal departments as well as the area municipalities (when necessary) to minimize any overlapping of infrastructure works and workout feasibility plans to meet all timelines.

  • Coordinate with Operations to integrate maintenance activities with capital planning and budgeting.

  • Work in collaboration with Operations staff to support the state of good repair program for both linear and Facility assets.

  • Define capital project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, design approach, detailed requirements, proposed stages and schedules.

  • Identify project risks and mitigation strategies.

  • Deliver and assist and support project managers in the delivery of the wastewater capital plan.

  • Oversee the management of all consultant services and ensure compliance with the scope of their work.

  • Provide engineering support and oversight support to the operating authority of the South Peel Water and Wastewater Operations and Maintenance Agreement and Agreement oversight staff as required.

  • Support Infrastructure Planning improvement projects and external agency projects.

  • May provide project management resources for external agency projects as required.

What the role requires:

  • An undergraduate bachelor’s degree in engineering
  • A minimum of 5 years direct working experience in design and construction of municipal wastewater collection and conveyance systems, pumping and storage facilities, including condition assessment and rehabilitation; equivalent combination of education and experience may also be considered.
  • Experience leading, supervising, coaching and mentoring employees
  • Strong knowledge/experience in water and wastewater system hydraulics, trench-lesspipe repair and rehabilitation practices material and construction standards and pipe design, material and construction standards used in municipal wastewater systems. May be the Professional Engineer of Record for water facilities infrastructure projects that are designed by staff.

  • Knowledge of construction law, municipal procurement policies and procedures, Environmental Assessment process, Occupational Health and Safety Act and regulations and Safe Drinking Water Act and regulations.
  • Combination of education and experience may be considered

Skills/Abilities:

  • Strong project management, negotiating, organizational and presentation skills

  • Verbal and written communications to prepare required reports, technical memos, conduct training and oral presentations/discussions and liaise with a variety of individuals at various levels and to represent the Region at meetings.

  • Highly effective interpersonal skills to prevent or resolve conflict, inspire and motivate.

  • Diplomacy, tact and organizational awareness to work with a variety of individuals, consultants, contractors and key stakeholders to coordinate work, avoid conflict and drive progress.

  • Proficiency in general business applications including Microsoft Office applications.

  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Nice to have:

  • A preference is given to those with a professional engineer license in Ontario (P. Eng)
