We are seeking a Program Manager, Transit Enforcement & Fare Collection to join our Strategy and Customer Experience Group!

What You Will Do

As the Program Manager, Transit Enforcement & Fare Collection, you will lead strategic projects to achieve business and governance goals, aiming to increase fare and revenue collection across the Commission.

As the Program Manager, you will lead projects to:

  • Develop, lead and implement a comprehensive fare compliance strategy to address fare evasion and customer behaviour across the TTC network.
  • Analyze fare collection studies from international transportation systems to identify root causes and behavioral characteristics contributing to declining revenue collection.
  • Develop and implement strategies and formal policies to improve fare compliance.
  • Identify external risks and implement mitigation strategies and contingency plans.
  • Ensure project schedules are developed and implemented to deliver timely and cost-effective results to all stakeholders.
  • Review status reports from project teams, address relevant issues, and monitor performance against project plans, requirements, quality measures, and milestones.
  • Report to TTC leadership and government officials, including at monthly TTC Board meetings.
  • Provide leadership and guidance to ensure team targets are achieved and contribute to the ongoing success of the TTC Corporate Plan.
  • Define and manage stakeholder expectations, resolve problems, and implement engagement reviews by collaborating with business and functional areas to create integrated plans.
  • Build relationships and work with internal and external stakeholders, including local and provincial governments and community members, to implement initiatives that increase fare and revenue collection.
  • Promote a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination.
  • Provide leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.
  • Participate in the TTC Customer Service Ambassador Program.

What Qualifications Do You Bring?

  • Your educational background will consist of a University Degree, or College Diploma in a related discipline, or a combination of education, training, and experience deemed to be equivalent.
  • Your application demonstrates extensive knowledge and experience working with municipal, provincial governments applying best practices, procedures and principles of project, program and portfolio management methodology and governance.
  • You will demonstrate excellent analytical and problem-solving skills.
  • Experience establishing, building and maintaining collaborative relationships with internal and stakeholders for the purpose of meeting the corporate/program objectives.
  • Excellent analytical and problem solving; planning, organizational and decision-making skills.
  • Excellent oral and written communication and presentation skills including the ability to work with and communicate to senior management/executive leadership about projects and programs.
  • Demonstrated ability to influence and motivate others; adapt quickly to new environments; and work efficiently and effectively through stressful situations. Including extensive experience motivating, directing and influencing teams across multiple operational and business areas.
  • Experience establishing, building and maintaining collaborative relationships with various stakeholders for the purpose of meeting the corporate/program objectives.
  • The ability to rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Completion of Project Management Professional (PMP), Program Management Professional (PgMP) certification, or a similar certification, or be eligible to achieve certification is considered an asset.
