Job summary

Newcomer Women’s Services Toronto seeks a Program Manager, Systems Change, to lead planning, implementation, monitoring and evaluation of a multi-stakeholder project. You will define strategy, manage work plans, supervise staff and coordinate with partners, funders and researchers to deliver outcomes.

This full-time in-person role requires budget oversight, risk management, reporting to funders and strong stakeholder engagement.

Qualifications

  • A degree in project management, public policy, social sciences, community development, change management or a related field; a master's preferred.
  • Five+ years of experience managing community, research, systems change or multi-stakeholder projects.
  • Experience supervising staff, managing budgets, timelines and deliverables.
  • Strong leadership, communication, and stakeholder engagement abilities.

Position Summary

The Project Manager leads the planning, implementation, monitoring and evaluation of a multi-stakeholder systems change project. The role is responsible for project strategy, work planning, team supervision, stakeholder engagement, research oversight, financial management, risk management and funder reporting.

The Project Manager works closely with community partners, regional networks, government representatives, service providers, researchers and participants to ensure project objectives, deliverables and outcomes are achieved.

Key Responsibilities
  • Lead the development and implementation of project plans, timelines, activities and deliverables
  • Monitor project performance, milestones, targets, budgets, risks and contractual requirements.
  • Oversee research, environmental scans, surveys, interviews, focus groups and data analysis.
  • Build and maintain relationships with funders, partners, advisory committees, regional networks and other stakeholders.
  • Oversee stakeholder outreach, participant engagement, consultations and regional coordination.
  • Supervise and support project staff, including the Project Coordinator, Research Assistant and Administrative Support Assistant.
  • Lead the planning and delivery of regional meetings, conferences, summits, workshops and training sessions
  • Guide the development of project tools, resources, training materials, frameworks and recommendations.
  • Review and approve reports, presentations, briefing notes and communication materials.
  • Prepare funder reports, progress updates, evaluation reports and final project deliverables.
  • Manage the project budget, expenses, procurement, consultants and service providers.
  • Identify and address project risks, challenges, delays and emerging priorities.
  • Ensure project activities comply with organizational policies, funder requirements, privacy standards and ethical research practices.
  • Support the development of strategies to sustain project partnerships, tools and outcomes beyond the funding period.
  • Represent the project at meetings, conferences, consultations and public events.
Qualifications
  • A degree in project management, public policy, social sciences, community development, change management or a related field. A master's degree is preferred
  • Minimum of Five (5) or more years of experience managing community, research, systems change or multi-stakeholder projects.
  • Experience supervising staff in a unionized environment and managing project budgets, timelines and deliverables.
  • Strong experience in stakeholder engagement, partnership development, facilitation and event planning.
  • Demonstrated experience with research, data analysis, evaluation and report writing.
  • Experience managing government-funded or foundation-funded projects is preferred.
  • Strong leadership, communication, problem-solving and organizational skills.
  • Ability to manage competing priorities and work effectively with diverse stakeholders.
  • Familiarity with government-funded projects and budgets.
  • Willingness and ability to travel. A valid driver’s license and access to a reliable vehicle are required.
  • Flexibility to work occasional evenings and weekends as required by the project.
