Contract Role: Senior Program Manager

The CIO organization at Thomson Reuters provides shared capabilities spanning Service Management, Digital Commerce, Platform Engineering, and Architecture. We align technology delivery to clear business outcomes through a shared-capability model and close partnership with product and business leaders.

Role overview

We are seeking a Senior Program Manager contractor to provide immediate continuity and delivery momentum for in-flight, cross-functional programs.

This engagement will stabilize execution, maintain governance and stakeholder alignment, and drive milestone delivery across initiatives spanning infrastructure, platforms, security, end-user computing, data/analytics, and business applications.

The contractor will onboard quickly, execute independently, and hand off cleanly to the incoming FTE and BAU teams through Hypercare.

Scope and objectives

  • Maintain delivery cadence, RAID management, and decision velocity for active programs.
  • Ensure continuity of governance, reporting, and stakeholder forums; prepare executive-ready updates.
  • Validate scope, replans, and dependencies; adjust integrated schedules, budgets, and benefits where needed.
  • Drive change enablement and Hypercare activities to support transition to BAU and sustain adoption.
  • Coordinate vendors/partners and internal teams; ensure clear ownership, SLAs/scorecards, and smooth handoffs to operations.
  • Prepare comprehensive transition materials and knowledge transfer for the incoming FTE and operational owners.

Responsibilities

  • Lead programs from current phase through stabilization/transition; confirm scope, outcomes, milestones, and success metrics.
  • Run pragmatic governance and RAID management; escalate early with data-backed options and trade-offs.
  • Build and execute integrated delivery plans across product, platform, data, and enterprise initiatives.
  • Apply fit-for-purpose delivery approaches (Agile/SAFe and waterfall) and reinforce agreed ways of working.
  • Partner with Enterprise Architecture and domain leaders on standards, integration patterns, and technical debt priorities.
  • Produce concise, executive-ready reporting on status, benefits, risks/decisions, and key asks.

Qualifications

  • 8+ years leading complex, cross-functional technology programs in global, matrixed environments.
  • Proven ability to step into in-flight programs and quickly establish control, clarity, and momentum.
  • Strong stakeholder management and executive communication; able to influence trade-offs and align senior leaders.
  • Proficiency with Jira or Azure DevOps, ServiceNow or equivalent, PPM suites, CMDB/asset, and BI dashboards.
  • Fluency in Agile/SAFe and waterfall; strong risk, dependency, and benefits realization skills.
  • Bachelor’s degree in Business, Engineering, Information Systems, or related field; Master’s preferred.
  • Preferred certifications: PMP or Prince2, SAFe/Agile; ITIL/ISO/COBIT familiarity a plus.

Engagement details

  • Term: 3–6 months (extension to 6 months subject to approval and need).
  • Location: Canada; hybrid—on-site in Toronto preferred, with collaboration across time zones.
  • Start: ASAP; ability to onboard rapidly and operate independently.
  • Reporting: Into the CIO Strategy & Operations function; close partnership with domain leaders.
  • Deliverables: Updated integrated plans, RAID and benefits tracking, executive dashboards, Hypercare plan and execution support, and a complete transition pack for BAU and the incoming FTE.
