Qualifications

  • Bachelor's degree or professional designation with 5+ years of relevant experience.
  • Experience with vulnerable populations and homelessness in shelter/community settings.
  • Experience managing day-to-day aspects of community-based programs, including planning and staffing.
  • Excellent verbal and written English communication skills.
  • Knowledge of group processes, counseling and crisis management.
  • Extensive experience hiring, training, and supervising staff.
  • Ability to motivate and organize a staff team; strong administrative skills.
  • Preference for non-profit housing, criminal justice and community living experience; Yukon First Nations knowledge.

Responsibilities

  • Implements and promulgates policies and procedures, including manuals, brochures, and handbooks.
  • Hires, supervises, evaluates, transfers, and terminates staff to fulfill program goals with Yukon Government and Connective policies.
  • Manages shift schedules and ensures staff coverage.

  • Provides on-call support to staff for emergencies; coordinates coverage in absence.
  • Coordinates other teams and HR functions including recruitment and development.

ROLE PURPOSE

The Program Manager will apply leadership and innovation as the life force that sustains and enhances our programs. This position will make a difference by meeting the needs of our clients, funders, and regulators. The manager inspires excellence and purpose into the program by planning, organising, staffing, and monitoring activities that ensure key targets are achieved.

STATUS

Exempt. Position is open to applicants of all genders.

HOURS (40 HOURS PER WEEK)

40 hours per week; Monday-Friday: 0800 - 1600. Position requires ability to work flexible hours based on operational needs.

KEY ACCOUNTABILITIES

Administration

  • Implements and promulgates all policies and procedures, including developing appropriate manuals, brochures, and handbooks
  • Hires, supervises, evaluates, transfers, and terminates staff and/or contractors as necessary to fulfill the program goals with the Yukon Government and the Personnel Policies of Connective
  • Arranges shift schedules, ensuring appropriate staff coverage
  • Implements a system of staff and volunteer orientation, supervision, in service training and evaluation
  • Ensures all appropriate daily, monthly, and annual documentation of resource staff and contractor’s files and records are maintained
  • Accepts responsibility for the daily and monthly financial and administrative aspects of the program

Programs

  • Makes sure effective, culturally sensitive and inclusive support programs are designed and maintained
  • Supports the overall program strategic direction
  • Liaises with other Connective’s staff, especially regarding potential referrals
  • Facilitates person-centered planning opportunities for staff and service users
  • Develops related program opportunities, available to the individuals in the community
  • Ensures that funder’s guidelines, based on all agreed goals and including all steps or success measurement and timelines, are completed
  • Supervises a diverse range of roles and workers in the team

Community

  • Maintains effective working relationships with related community services, government/stakeholders, and agencies
  • Is knowledgeable of related agencies for effective client referrals and support, especially those in their respective communities

Facilities

  • Ensures that the physical facilities fulfill all fire, health and safety regulations
  • Ensures that the resource(s) is maintained as a clean, pleasant, and safe environment

On Call

  • Is available to all resource staff, in case of emergencies; this may include carrying a cell phone 24 hours a day and ensure on call coverage is arranged in their absence

Other Duties

  • Coordination and Administration of other teams and programs
  • All Human Resource Functions – recruitment, training, development
EXPERIENCE AND SKILLS

We are seeking a highly motivated individual with a proven ability to work in a fast-paced, growth-focused environment. The ideal candidate has:

  • A bachelor’s degree and/or professional designation, within a minimum of 5 years of applicable or relevant transferable past work experience
  • Extensive experience and expertise in working with vulnerable populations with complex health and/or substance use conditions who are experiencing or at the risk of homelessness. Experience in working in a shelter environment, and/or community living, supportive housing, other types of residential support settings.
  • Extensive experience in management of the day-to-day aspects of community-based programs, including case planning, behaviour modification techniques, psychosocial rehabilitative techniques, harm reduction and low barrier housing approach
  • Excellent verbal and written communication skills in English
  • Knowledge and experience in the areas of group process, individual counselling, and crisis management
  • Extensive knowledge and expertise in hiring, training, and supervising staff
  • Ability to motivate and organize a staff team
  • Administrative experience and strong administrative skills

Preference for candidates with knowledge of non-profit work environments, especially in Housing, the Criminal Justice Services and Community Living Services and experience in working with Yukon First Nations.

REQUIREMENTS
  • Ability to successfully complete a Vulnerable Persons Criminal Records Check
  • Ability to successfully complete an Enhanced Security Clearance
  • Ability to successfully complete a TB Screening
  • Ability to successfully pass a reference checkAbility to provide a record of work history
  • Current Emergency First Aid Certificate
  • Valid Class 5 driver’s license and driver’s abstract
  • Personal transportation that is in good repair, insured for business up to $1,000,000 for liability, and which can be used to transport clients
  • Willing to complete Food Safe Certification (Level 1 and 2)
COMPENSATION

Annual Salary will be negotiated based on experience and qualifications. This role will also be eligible for the Society’s comprehensive Management Benefits Package

Important: Candidates must be legally authorized to work in Canada, observe their weekly hours limit if under a temporary or study visa, and provide proof of eligibility if selected for the role.
