Halifax Regional Municipality is inviting applications for the permanent, full-time position of Program Manager in the Office of Major Projects.

Under the direction of the Assistant Program Director or Program Director, Office of Major Projects the Program Manager, MPO is responsible for the delivery of the programs/projects within the Major Projects Office.

The Program Manager, MPO helps to develop detailed plans that outline the scope, deliverables, objectives, timelines and resource requirements. They will lead various project executions to completion, monitor project progress, track milestones and identify risks ensuring they are delivered on time, within budget, and to high quality standards. The Program Managers will lead cross-functional teams, drive continuous improvement and innovation throughout the program/projects and will also act as the main point of contact for project stakeholders as they work to provide updates and gather feedback.

DUTIES AND RESPONSIBILITIES:

  • PROJECT/PROGRAM SIZE- $75M - $150M
  • Delivers and manages large and complex program/project management through design and construction of multi-million-dollar concurrent complex municipal transportation Capital Projects and programs ensuring that all governing regulations and guidelines are adhered to.
  • Manages program/project budgets, schedules, communications, quality, and risks.
  • Coordinates contract negotiations. Evaluates solicitations with procurement, requests for proposals for preliminary, detail design, construction services; and tenders for rehabilitation of existing or construction of new municipal infrastructure; including development of solicitation, advertisement, coordination of award, financial management, managing progress of consultant, and reviews reports and designs.
  • Engage key stakeholders, including clients, partners, regulatory bodies and community members ensuring effective communication and collaboration.
  • Monitors program/project budgets, reporting on the status of projects including cost, timing, and staffing, ensuring financial efficiency and adherence to budget.
  • Conducts financial forecasting and reporting, identifying potential risks and mitigation strategies.
  • Anticipates changes (scope, drawings, trades, staff, material, etc.) and leads respective change management initiatives, including negotiating and assessing cost and schedule impact. Assist with preparation of claims defense.
  • Reports to senior leadership on all issues relating to the project on a regular basis
  • Maintains transparent and effective communication, addressing concerns and managing expectations. Communicates changes effectively to all stakeholders and provide necessary support.
  • Integrates vendor and contractor tasks into the project plan and tracking and reviewing vendor and contractor, ensuring timely delivery and quality of services.
  • Develops, updates and manages with Assistant Program Director, MPO and Program Director, MPO the risk register.
  • Identifies/resolves obstacles to completing project on time and to budget.
  • Participates in the creation of policies and procedures relevant to the operations of the department.
  • Ensure programs/projects comply with relevant regulations, standards, and best practices. Maintains accurate documentation and reporting for audit and compliance purposes.
  • Promotes innovation and adoption of new technologies and methodologies to enhance program/project outcomes.
  • Participates in post-program reviews, identifying lessons learned and areas for improvement.
  • Collaborates with Field Staff to ensure clear direction, safety and site management
  • Fosters a collaborative environment, encouraging team engagement and professional development.

QUALIFICATIONS

Education & Experience:

  • Technology diploma or undergraduate degree in business administration, engineering, architecture, planning, or a related field.
  • Minimum of 8 years of progressively responsible experience in Project Management with at least 5 of those years managing major complex program/projects in construction or transportation (or equivalent) at all stages of development and execution.
  • PMP (Project Management Professional) certification.
  • Experience and knowledge within the areas of strategic planning and budget control.
  • Experience managing complex, multi-stakeholder programs/projects, with focus on results and timelines.
  • Experience in risk management with a focus on transportation infrastructure design and construction.
  • Experience procuring and managing contracted services.
  • Experience in a Municipal environment would be considered an asset.

Technical/Job Specific Knowledge and Abilities:

  • Through knowledge of all aspects of construction; industry practices, budgeting, scheduling, and regulatory compliance.
  • Knowledge of budgeting, program/project forecasting, and full life cycle costing
  • Knowledge of program/project management principles and quality control processes applicable to large scale programs/projects.
  • Strong knowledge of program/project management quality assurance processes including monitoring and evaluation strategies.
  • Excellent communication and interpersonal skills including the ability to communicate with a wide range of stakeholders.
  • Demonstrated facilitation, collaboration, consulting and consensus-building skills.
  • Demonstrated understanding of the need for high degree of confidentiality and discretion.
  • Ability to deal effectively with multiple stakeholders including the public.
  • Knowledge of transportation planning and engineering principles is considered an asset.
  • Advanced presentation skills; must be capable of producing and delivering professional quality reports and presentations.
  • Proficient with software applications including Microsoft Office Suite.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer's discretion.

WORK STATUS: Permanent, full-time.

HOURS OF WORK: Monday-Friday, 8:30am-4:30pm, 35 hours per week. Flex options to work outside of these hours and hybrid may be available.

SALARY: MPO2, Non-Union $108,000 - $132,000. Salary will be commensurate with education and years of applicable experience.

WORK LOCATION: 5251 Duke Street, Duke Tower, Halifax. Work location can be changed according to operational requirements.
