About The Role

Akal Information Systems Ltd. is seeking a skilled and experienced Program Manager to join the Centre for National Training (CNT) at the India International Institute of Democracy and Election Management (IIIDEM), under the Election Commission of India.

This role plays a pivotal part in enhancing national-level electoral training infrastructure. The selected candidate will lead initiatives related to training needs analysis, program design and execution, curriculum implementation, and development of expert resource pools. The role demands high coordination and organizational capabilities to ensure effective capacity building across electoral functionaries in India.

Key Responsibilities

• Training Needs Assessment: Identify learning and development needs of electoral officials across various levels.
• Program Planning & Execution: Design and implement structured training programs including certifications, refreshers, ToT (Training of Trainers), and leadership development initiatives.
• Training Resource Pool Development: Build and maintain a network of electoral experts and master trainers to support large-scale training deployments.
• Curriculum Implementation: Coordinate the rollout of updated training curricula and ensure training materials are contextually relevant and aligned with national standards.
• Administrative Management: Oversee reporting, budgeting, documentation, and feedback analysis related to training programs.
  
  

Candidate Profile

Education:

• Postgraduate degree (MBA/PGDM or equivalent) in any discipline from a recognized institution.
  
  

Experience:

• Minimum 8 years of professional experience.
• At least 4–5 years in program management in training, electoral institutions, or capacity-building organizations.
  
  

Skills & Competencies:

• Strong program and event management expertise
• Sound understanding of the full training cycle (TNA, design, delivery, evaluation)
• Knowledge of electoral institutions and public administration processes
• Excellent communication and coordination abilities
• Proficiency in MS Office, documentation, and budgeting
• Leadership and stakeholder management skills
  
  

Desirable:

• Experience with government-led training initiatives or election commissions
• Exposure to curriculum design and evaluation methods
• Familiarity with public sector reporting and compliance procedures
