Major Responsibilities:

• Reporting to the Director, Service System Planning and Policy Development, the Program Manager - Asset Management Unit, is responsible for providing oversight and management of capital development, asset management, facilities management and contract management for the Division.
• Provides expertise, develops and implements detailed plans for contract, facility and asset management on behalf of the division.
• Manages, motivates and trains the unit's staff, ensuring effective teamwork and communication; maintains a high standard of work ethic, organizational performance and continuous learning across the team.
• Manages the day-to-day supervision of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and takes disciplinary action when necessary.
• Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved limitations.
• Manages and oversees the operating budget for the unit, including state of good repair, on-demand work, preventative maintenance, emergency work, health and safety, operations and capital work. Ensures that adequate controls are maintained for administrative and financial systems.
• Provides ongoing tracking of the Capital program and follows up on Council directives and ongoing corporate/divisional initiatives and coordinates strategies, positioning and communications documents and plans as required.
• Manages contracts in meeting objectives of both capital and facility management programs.
• Makes recommendations/implements appropriate remedial action for contracts that are not in compliance with legislation, contractual agreements and/or Council directions.
• Provides leadership, expertise and oversight to all facilities management operations for owned and leased properties.
• Liaises and coordinates with internal and external partners at shared sites when required, specifically for the state of good repair of facilities ensuring backlog is addressed.
• Responsible for overseeing the development of new child care centres developed as per our capital budget, in addition to advising on other centres being developed by others.
• Manages and plans stakeholder meetings such as vendor workshops and training for child care supervisors as it relates to facility management.
• Determines and identifies opportunities to mitigate the impacts of new and expanded child care system infrastructure.
• Defines business requirements including development of policies, standards and processes for the asset management unit for staff, customers, vendors and external clients.
• Liaises, negotiates and meets with other city divisions such as PMMD, Real Estate, Facilities Management, SDFA to ensure that Children's Services best interests are represented.
• Provides advisory and review services to the Division on contract and lease management.
• Leads the municipal approvals process for the child care system to ensure timely licensing of community child care programs as related to the implementation of full day kindergarten.
• Manages and provides expertise to project teams that develop and implement policies, programs and technology initiatives.
• Represents the City on Federal, Provincial and Municipal committees and working groups.

Key Qualifications:

1. Post secondary education in Civil Engineering, Environmental Sciences, Business Administration or in a professional discipline pertinent to the job function or an equivalent combination of education and experience.
2. Considerable experience managing capital projects, preferably within a government or nonprofit setting, including conducting capital feasibility assessments, leading infrastructure planning, and overseeing design and construction.
3. Considerable experience tracking and monitoring physical assets, maintaining infrastructure inventories, conducting condition and risk assessments, and supporting lifecycle costing and renewal planning.
4. Experience leading, managing and developing high performing teams.
5. Experience managing budgets, expenditures, and financial analysis for program costs, as well as operating and capital budgets.
6. Knowledgeable of advances and trends in regulatory requirements and technologies as it relates to infrastructure asset management and asset renewal.
7. Exceptional communication skills with the ability to prepare written reports, and deliver effective presentations.
8. Well developed interpersonal skills with the ability to communicate and work effectively and build effective working relationships with internal and external stakeholders at all levels.
9. Exceptional analytical, problem solving, and team building skills.
10. Knowledge of related legislation i.e. DNA, Occupational Health and Safety Act, Collective Agreements and related Employee & Labour Legislation.
