Ontario Health is seeking a dynamic Program Manager to join the Product Management & Delivery (Clinical Data Viewers) portfolio within the Digital Excellence in Health (DxH) division. This role is instrumental in advancing a digital-first approach across Ontario Health by fostering strong collaboration with internal teams, regional partners, and external vendors. The Program Manager will lead initiatives that reimagine digital and virtual assets to create a more connected, citizen-centered healthcare system.

The ideal candidate will be a strategic thinker and effective communicator, capable of aligning diverse stakeholders around shared goals. They will champion the value of digital tools in enhancing care delivery, ensure alignment with ministry and organizational priorities, and support teams in understanding how their work contributes to Ontario Health’s broader mission. This role is key to driving engagement, transparency, and coordinated planning across the digital health landscape.

Here Is What You Will Be Doing

  • Develop and manage the ConnectingOntario product roadmap while working closely with internal stakeholders and external vendor(s) to assess technology currency, supportability, and product defects
  • Manage the ConnectingOntario budget, prepare monthly forecasts, review invoices and quarterly accruals while working closely with other program managers, finance and senior management
  • Review support contracts, prepare project justification forms and change requests for renewals, and extensions as needed
  • Prepare business cases, briefing notes, presentations and any other supporting documentation as needed
  • Devises how to effectively communicate and interact with a variety of stakeholders including senior leaders, funders, and executives.
  • Applies formal change management methodologies and practices used to drive behavioural changes.
  • Collaborates effectively within the team and provides leadership, subject matter expertise, guidance and support to work towards a common goal and to help coach and inspire others.
  • Works with the team to create collective thought leadership for the execution of the program.
  • Accountable for execution of the results, supporting the achievement of results across the program scope.
  • Provides client service to internal teams and external stakeholders.
  • Leads change within the context of the overall program, often working with peer roles in the execution of the change.
  • Makes decisions, with the support of Director level, where results have major impact across the organization requiring sophisticated solutions and long-term correction.

Education And Experience

Here is what you will need to be successful:

  • Bachelor’s or Master’s degree in Business, Health Studies, Public Administration, or related field, or equivalent experience.
  • Project Management or related professional designation is an asset.
  • 5–7 years of progressive experience in program/project management within the healthcare sector.
  • Proven ability to manage medium to large-scale programs in hybrid (virtual/in-person) environments.
  • Experience leading large meetings and facilitating cross-sector collaboration.
  • Familiarity with Ontario’s healthcare system and public service; existing relationships are an asset.
  • Strong knowledge of Project Management and Software Development Life Cycles, including Agile/Scrum methodologies.

Key Competencies

  • Strong analytical and problem-solving skills to evaluate opportunities for innovation with internal and external partners.
  • Strong communication skills, both orally and in writing, to communicate effectively with senior leaders, funders, and executives; communicate in a high-risk environment, discuss technical concepts, produce documents.
  • Ability to apply conceptual models to planning to product actionable execution approaches.
  • Exceptionally skilled at producing documents and supporting program materials with the Microsoft 365 suite, Microsoft Project, and other common business tools.
  • Skilled understanding how to frame information and communicate it in a high-risk environment where information sharing to demonstrate transparency and trust is closely balanced with the reputational and liability risks of not sharing the appropriate information to the right audience or at the right time.
  • Ability to maintain awareness of varying stakeholder objectives and to foster positive outcomes by actively listening, facilitating, and communicating complex content to large and diverse audiences.
  • Strong ability to work in collaborative planning, consensus building, and influence between stakeholders with diverse interests.
  • Adept at managing trade-offs and evaluating opportunities for innovation with internal and external partners.
  • Ability to identify the work required and organize, facilitate and/or perform the work with only limited guidance.
  • Ability to moderate in a manner that keeps large audiences engaged.
  • Ability to be delivery focused and passionate about achieving the program objectives with an internal sense of accountability.
  • Capacity to be aware of, control, and express one’s emotions, and to handle interpersonal relationships judiciously and empathetically.
  • Ability to keep calm and rational despite high pressure.
  • Politically acuity to understand how to support and navigate with government partners.
  • Ability to make decisions where results have major impact across the organization.
