Position
Position Purpose Summary: The Program Manager is responsible for all aspects of The Salvation Army Thunder Bay, Journey to Life Centre Residential Programs and provides oversight to all the Residential Programs, ensuring that program services are carried out effectively and in keeping with The Salvation Army guidelines and policies. The Residential Program Manager also ensures that department resources are used to their greatest potential in implementing The Salvation Army’s mission.
Accountabilities
General
- In consultation with the Program Director, assist with the development and implementation of policies and procedures.
- Report safety hazards, maintenance problems, equipment, or supply needs to the Program Director.
- Work with the Program Director to ensure programs meet contractual and legal requirements.
- Coordinate storage and retrieval of personal items with support staff.
- Ensure that all procedures, rules, and guidelines for safety and security of clients and staff are enforced impartially.
Program
- Develop, administer, and direct The Salvation Army Thunder Bay, Journey to Life Centre residential programs.
- Assist in developing appropriate services for the clients of the Thunder Bay, Journey to Life Centre.
- Ensure information available to staff/clients regarding community resources is up-to-date and accurate.
- Ensure staff follow appropriate policies with respect to clients requiring medical attention and/or medication.
- Ensure liaison with outreach/community workers who come into the Thunder Bay, Journey to Life Centre.
- Ensure program supplies are available.
Administration
- Develop and implement shift change procedures, logbook documentation and tools for effective communication of client services.
- Prepare statistical and operational reports as required by The Salvation Army Thunder Bay, Journey to Life Centre.
- Regularly review and revise, if necessary, the effectiveness of the client intervention/case management system.
- Ensure shift documentation and client/case management files are properly maintained.
- Identify job vacancies and follow The Salvation Army hiring procedures; involve in hiring, orientation, and employee development; provide coaching, performance feedback, and evaluate Residential Programs staff.
- Prepare, post, and maintain departmental staff schedules and ensure staff coverage and replacement for absences.
- Approve staff time off requests in Workday and input/approve all employees’ work hours in Workday.
Health and Safety
- Maintain competency and understand Sections 25 and 26 of the Occupational Health and Safety Act (OHSA).
- Ensure OHSA measures and procedures are carried out and that precautions are taken for protection of workers and the workplace.
- Provide advice, make recommendations and improvements, and assist with development of health and safety policies/guidelines/handbooks.
- Work in compliance with OHSA and The Salvation Army health and safety policies.
Other
- Perform other position-related duties as required.
Relationship Management
Internal – Governance
- Program Director, management members, staff, volunteers, and residents.
- Conduct regular staff meetings to review operational effectiveness, policy changes, and provide in-service training.
- Participate in other staff meetings when relevant.
External
- Program funders, community partners, community members who receive services.
- Attend approved community meetings with various groups. Note: program vehicle may be used when available.
Managerial/Technical Leadership
- Reports directly to the Program Director or designate.
- Direct supervision and management of non-supervisory personnel.
Financial and Materials Management
Working Conditions
- Permanent full-time position.
- Management position under Ontario Employment Standards Act; salary based on average minimum weekly hours of 40 per week; hours compensated through annual salary.
- Facility operates 24/7 requiring rotational on-call support; regular weekend and evening shifts required.
- Hours vary by operational requirements; travel to attend community partnership meetings.
- Office environment with generally agreeable conditions.

Education, Experience and Certifications
Education, Qualifications and Certifications:
- Completion of a University Bachelor’s Degree. Social Work education is an asset.
- Valid Ontario Class “G” Driver’s License, personal vehicle required and insurance; current driver’s abstract satisfactory to The Salvation Army.
- Original Background Check with vulnerable sector screening satisfactory to The Salvation Army.
- Combination of education and experience may be considered.
Experience and Skills
- Minimum three (3) years of related experience including supervision, leadership, and social services background.
- Experience with diverse populations including mental health and addictions.
- Knowledge of community resources and experience networking with government and social service agencies.
- Supervisory/management skills; ability to lead, coach and motivate.
- Proficiency in Microsoft Office (Word, Excel).
- Understanding of The Salvation Army mission in Canada and its implications for position responsibilities.

Compensation
The target hiring range is $52,228.81 to $65,286.01 with a maximum of $78,343.21. Placement in the salary range will be based on market conditions, internal equity, and candidate experience, skills and qualifications.
