Job description

Your Opportunity:

The Program Manager leads a project management team to deliver Project Management Program services within a zone in support and alignment with the vision, mission, and business plan of Alberta Health Services. The role provides leadership, management, coaching, mentoring, and development to all team members. The role oversees assigned capital and operational building infrastructure projects within the zone, ensuring a consistent and integrated approach across the zone and the province. The role provides operational leadership to team members and the services provided, ensuring the overall program’s strategies and project performance standards are implemented, delivered, and achieved. The role develops and maintains strong relationships with project stakeholders, organizational leaders, including other zones, the Projects Centre of Expertise (COE), and local, provincial, healthcare, and regulatory bodies. The role leads politically sensitive and highly complex projects as required. Additionally, the Program Manager provides strategic support and counsel to the Director and senior leadership on all aspects of project management.

Qualifications:

  • Two-year post-secondary diploma or a Bachelor's Degree in Architecture, Engineering, Interior Design, or Project Management (Building Construction), or a Journeyman Trade Certificate in Architecture, Building, or Engineering Technology.
  • Management and Leadership training, along with technical and project management courses related to building infrastructure.
  • Minimum of 10 years of experience in commercial or institutional construction project management within large, complex organizations.
  • Proven leadership skills in managing, mentoring, motivating, and leading teams and stakeholders, including professional and unionized staff.
  • Advanced knowledge of construction and project management concepts, applicable laws, bylaws, codes, regulations, policies, and procedures, and construction contract law.

Additional Qualifications:

  • Excellent interpersonal, communication, facilitation, and presentation skills.
  • Ability to work under pressure with strong analytical and problem-solving skills.
  • Proficiency in computerized project management and engineering programs, including Microsoft Office.
  • Experience managing budgets, schedules, and service delivery in line with organizational goals.
  • Ability to interpret construction documentation and contracts.
  • Practical experience in strategy, policy development, leadership, and project management.
  • Must hold a valid Alberta Driver's License.

Preferred Qualifications:

  • Experience in hospital or healthcare facility construction planning and project management.
  • Experience working with external consultants, contractors, government agencies, and regulators.
  • Membership in good standing with AAA, APEGGA, ASET, or PMP in the Building Infrastructure Industry.
  • Familiarity with Alberta Health Services regions, Alberta Health, and Alberta Infrastructure.
  • Proven ability to foster partnerships.
