Qualifications

Program Management Senior Lead - C14 - Mississauga

The Program Management Senior Lead is a strategic professional within the Markets COO Front Office Transformation department who delivers material business or regulatory change initiatives. This pivotal position demands exceptional communication and diplomacy skills for effective internal negotiation, influencing senior stakeholders, guiding cross‑functional teams, and engaging external clients. They are accountable for delivering significant direct business results, providing authoritative advice on business operations, possessing a strong ability to analyze and critically assess large datasets to identify and highlight key themes, leveraging deep product and system knowledge, and driving technical strategy through close collaboration with Sales & Trading, Legal, Business Management, Operations, and IT teams.

Responsibilities
  • Program Planning & Direction: Supports the planning, directing, and coordination of day‑to‑day activities for programs or portfolios, ensuring alignment with business goals. This includes creating program plans, charters, and ensuring funding approval.
  • Stakeholder Management: Identifies and manages relationships with all key stakeholders, including senior management. Ensures effective communication of status, issues, and risks, and secures commitment for resources.
  • Issue & Risk Management: Leads the identification, resolution, and escalation of program issues and risks, developing and executing mitigation strategies as needed.
  • Scope & Objective Alignment: Works with stakeholders and Program Sponsors to define and align program scope, business case, and cost‑benefit analysis with overall business objectives. This includes the ability to analyze and critically assess large datasets to inform robust program scoping and strategic definition.
  • Process & Standards Adherence: Drives adherence to established program processes, procedures, methods, and standards for consistent program delivery.
  • Resource & Staffing Management: Ensures programs are appropriately staffed and manages overall staffing requirements to meet operational needs. Monitors vendor performance.
  • Team Leadership & Development: Manages multiple teams or a functional area, evaluates performance, and makes recommendations for personnel actions.
  • Strategic & Financial Oversight: Contributes to budget, policy formulation and planning.
  • Governance & Compliance
    • Ensures compliance with applicable laws, rules, and regulations, which includes overseeing the implementation of new regulations or updates to existing regulations to ensure compliance for Markets businesses.
    • Adheres to company policy, applying sound ethical judgment regarding personal behavior, conduct and business practices.
    • Escalates, manages and reports control issues with transparency, safeguarding Citigroup, its clients and assets.
Key Requirements
  • 10+ years of relevant experience within a Tier 1 Capital Markets, Banking or Consulting environment
  • Demonstrated delivery of regulatory or business driven projects/programs within Banking/Financial Services
  • Strong working knowledge of MS Office Suite and experience with AI platforms
Preferred Skills
  • Strong knowledge of capital markets products and asset classes
  • Trade lifecycle knowledge e.g. Markets operational trade flows
  • Proactive self‑starter with problem‑solving approach
  • Excellent interpersonal and organizational skills, able to handle diverse situations, multiple initiatives and changing priorities
  • Demonstrated ability to analyse and critically assess large datasets
  • Understanding and awareness of regulatory rules
  • Project Management certifications e.g. PRINCE2
  • Commitment to quality and attention to detail
Education
  • Bachelor’s/University degree or equivalent experience, preferably Master’s degree
