Job summary

City of Edmonton seeks a Program Lead, Systems and Tools within Infrastructure Services to guide a multi-disciplinary team and drive advanced project delivery systems. You will bridge technical teams with Community Partners, partnering with department leaders to deliver high-value outcomes for city capital projects.

Reporting to the PMCE, you will mentor Project Analysts, ensure best practices, and manage vendor relationships while aligning with the City Plan and equity commitments.

Qualifications

  • Bachelor’s degree (Engineering/Architecture/Business/PM) or Diploma with extensive PM experience.
  • 8+ years leading multi-disciplinary, cross-functional plans and teams.
  • Contract management, vendor oversight, and performance evaluation experience.
  • Experience preparing high-level reports and presentations for leadership.

Responsibilities

  • Strategize and refine the Project Management Framework and standards.
  • Drive system adoption, data quality, and project reporting across the department.
  • Lead and mentor a team of Project Analysts for growth and collaboration.
  • Manage vendor relationships and ensure alignment with requirements.
  • Translate complex concepts into clear updates for leaders and partners.
  • Oversee change management and engagement plans for program success.
  • Monitor progress and mitigate risks with detailed plans and outputs.
  • Research emerging technologies and municipal best practices for service delivery.

Reporting to the General Supervisor of the Project Management Center of Excellence (PMCE), the Program Lead, Systems and Tools serves as a critical leader within Infrastructure Services. You will manage and mentor an integrated team of Project Analysts, ensuring the consistent application of best practices and advanced tools across the department.

In this pivotal role, you will partner with department leaders to solve complex operational challenges and implement robust, efficient project delivery systems. By acting as the bridge between technical teams and business Community Partners, you will lead strategic project management improvements that sit at the intersection of technology, process, and change management. You will navigate complex environments to deliver high-value outcomes, ultimately building the long-term capabilities that empower our city’s capital projects.

What will you do?
  • Strategize, develop, and refine the department’s Project Management Framework, including information systems, tools, methodologies, and standards
  • Drive system adoption, data quality, and project reporting across the department through comprehensive training and support
  • Lead, mentor, and empower a team of Project Analysts, fostering a culture of collaboration, growth, and continuous improvement
  • Manage relationships and contract agreements with project management information system vendors, ensuring all technical and operational requirements are fulfilled
  • Translate complex technical concepts into clear updates for directors, leaders, and collaborators
  • Oversee comprehensive change management and engagement plans to ensure smooth transitions and program success
  • Manage, monitor and report on progress and project/initiative status through detailed plans that management quality outputs and mitigate risks
  • Research emerging technologies, industry trends, and municipal best practices to continually enhance service delivery
  • Perform other related duties as assigned
Qualifications
  • Bachelor’s Degree in Engineering, Architecture, Landscape Architecture, Business, Project Management, or a related field, combined with a minimum of eight (8) years of progressively responsible team and program/project management experience OR a Diploma in a related field combined with a minimum of ten (10) years of progressively responsible team and program/project management experience
  • Extensive experience leading multi-disciplinary teams and managing complex cross-functional plans
  • Proven background in contract management, vendor oversight, and performance evaluation
  • Experience preparing high-level reports, briefing notes, and presentations for diverse audiences and leadership teams
Assets
  • An IT-related degree or practical experience implementing IT resources and tools to solve business challenges
  • Professional Project Management designation (PMP)
  • Prosci Change Management Certification

  • Strong understanding of PMBOK methods, project management techniques, and software development/cloud architectures
  • Exceptional communication, negotiation, and conflict resolution skills to manage sensitive issues and build consensus
  • Systems-thinking approach with the ability to navigate ambiguity and manage concurrent, interconnected initiatives
  • Proven ability to coach, mentor, and delegate effectively to build team competency and empower direct reports

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance.
