Job description

New Value Solutions, a national IT consulting company, is seeking an experienced Evaluator to support a multi-year initiative to assess the implementation and impact of an evidence-based mental health and substance use prevention program for youth in schools across British Columbia. This opportunity is ideal for an evaluation consultant with a background in youth-focused program evaluation, Indigenous community engagement, and the social / health services sector.

Responsibilities :

  • Revise an existing evaluation framework to align with updated program goals.
  • Design and adapt evaluation methods to gather meaningful feedback from school-aged youth (ages 12–15) and school staff.
  • Revise and create evaluation tools to support both mainstream and Indigenous-focused program implementation.
  • Analyze quantitative and qualitative data collected from participating schools and communities.
  • Produce two comprehensive annual evaluation reports with recommendations (July 2026 and July 2027).
  • Support the assessment of program reach, uptake, fidelity, youth experience, and sustainability.
  • Collaborate with program leads and partners to advise on alignment with provincial mental health indicators.
  • Ensure all evaluation deliverables meet timeline milestones and reporting requirements.
  • Contribute to continuous quality improvement by identifying successful practices and areas for development.

Requirements :

  • 5+ years of experience in program evaluation within health, education, or social services.
  • Experience evaluating initiatives for school-aged youth (ages 12–15), especially in mental health or substance use contexts.
  • Demonstrated experience working with Indigenous communities or youth, including culturally appropriate evaluation practices.
  • Strong skills in qualitative and quantitative research, including data analysis and reporting.
  • Familiarity with participatory and creative evaluation methods involving young people.
  • Ability to develop and adapt evaluation tools and frameworks.
  • Exceptional communication and stakeholder engagement skills.
  • Proven ability to manage multi-year projects with fixed timelines and multiple deliverables.
  • Experience working in or with school systems, health authorities, or community-based organizations.
