Position Overview

Responsible for the coordination, quality assurance inspections and completion of park, open space, streetscape construction, renovation projects and maintenance contract oversight and management. Prepares contracts and tenders specifications, conducts job site meetings, contract administration services and reports on project status. Responsible for retaining and coordinating contracted services including professional services, maintains work schedules/plans, and preparation and monitoring of budgets and report preparation. Participates with snow removal operations for sidewalks, facility walkways and parking lots .Required to act as Department representative with community groups, organizations and to serve on various committees. Review and comment on development submission and plans.

Please note this position requires the successful candidate to work on-site 5 days' a week at the Joint Operations Centre (2800 Rutherford Road).

Responsibilities

• In consultation with the Manager and Supervisor of Parks Operations assesses staffing needs and provides input concerning selection of staff.

• Researches, develops, and provides project management services for the renovations of existing parks open spaces and streetscapes, ensuring compliance with Federal, Provincial, and Local regulations.

• Makes recommendations on the hiring of contractors and monitors work to ensure contracted services are conducted in the appropriate and safe manner.

• Prepares and organizes costing reports to ensure adherence to approved capital and operating budgets.

• Establishes project priorities for contractors, engineers, architects and consultants; reviews project phases ensuring expedition of work and achievement of scheduling objectives.

• Monitors corporate capital projects and service contracts to completion including the hiring of contractors and consultants, monitoring work in progress, ensuring contracted services meet predetermined requirements, and work is being conducted in an appropriate and safe manner.

• Conducts site visits, performs visual inspections of work in progress, ensures projects are on schedule, corporate concerns are attended to, and provides responses to contractors' concerns. • Prepares status reports on same and payment processing

• Participates / liaises with the project Landscape Architect respecting design, construction document and details preparation and contract administration of capital parks and open space projects, preparation of park construction budget estimates; administers the allotted budget within the approved corporate system.

• Liaises with the Parks Development staff, other City of Vaughan departments, contractors, external sources, and product suppliers etc. with regard to construction projects.

• Attends staff, departmental, community, Council/Committee and other meetings as required.

• Monitors, reviews and coordinates guarantee and warranty deficiencies of park construction, open space and streetscape projects, and initiates inspection of same with Contractor.

• Assists with the coordination and planning of Winter Operations and maintenance of snow clear of sidewalk, facility walkways and parking lots

• Assists in the preparation of annual operating budget estimates, submissions and reports and administers the allotted budget within the approved corporate system.

• Prepares and updates unit price costs for park construction related materials and labour to assist with capital construction budget estimates.

• Reviews and updates City of Vaughan standard park construction details and specifications to ensure compatibility with current construction industry practices.

• Prepares contract documents and tender specifications for services , supplies and administers analysis/contract award.

• Prepares reports and maintains records pertaining to parks, playgrounds, sports fields, equipment, and park furniture

• Responds to inquiries and resolve complaints from the general public, contractors and internal staff relating to the parks section and liases with the same as required.

Qualifications and Experience

• Landscape Architectural Technician (LAT/OALA) designation or suitable equivalent landscape construction/ project management experience.

• Minimum of five (5) years' progressive landscape construction / project management and contract experience

• Landscape Architectural (LAT/OALA) - Certified E

• Good interpersonal, customer service, communication, problem solving, team building, multi- tasking and leadership skills.

• Working knowledge of Excel, Microsoft Word, and Project Management software.

• Excellent organizational, verbal and written communications skills.

• Valid Class G Driver's License, in good standing and a reliable vehicle to use on corporate business.

Preferred qualifications:

• Project Management Certificate

Working Conditions

• Available to work flexible hours including afternoon and evening shifts and weekends, and share “on call” responsibilities on a rotating basis with other Parks Management staff.
