Position Summary:

Contributes to the effectiveness of the Behavioral Health program by overseeing the complex administrative structure of the program, monitoring quality assurance efforts, and promoting program services internally and within the community. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of the Cowlitz Indian Tribe (CIT) and the Health and Human Services (HHS) department.

This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.

  • Assists Program Manager with monitoring budgets and expenditures; obtains approval as needed for purchasing; assists with monitoring needs for and purchasing office supplies, food, incentives, promotional materials, cultural supplies, gifts, business cards, etc.
  • Represents the program at collaborative community, task force, and/or committee meetings and determines the appropriateness of ongoing involvement.
  • Coordinates the onboarding process for new hires, provides support throughout orientation, and ensures timely completion and submission of all required employment and compliance documentation.
  • Tracks service data; monitors progress on grant deliverables; tracks expenditures; and assists in timely reporting according to established guidelines.
  • Ensures program and staff needs are being met, including but not limited to those related to facilities, information technology, billing, accounting, and human resources.
  • Develops and ensures the availability of program informational materials for activities and events.
  • Demonstrates active efforts in facilitating community engagement. Identifies opportunities to present and completes presentations on program and Tribal services.
  • Participates in the cross-program coordination efforts to support cohesion among HHS programs and services.
  • Assists with program development, quality assurance, strategic planning, and implementation.
  • Supports accreditation preparation and maintenance efforts.
  • Supports program and staff by tracking time off requests and entering time off into shared program calendar.
  • Creates and maintains program meeting agendas and minutes as directed by the program manager.
  • Maintains data tracking procedures and produces occasional, monthly, quarterly, and annual reports.
  • Participates in staff meetings as requested.
  • Adapts to changes in safety protocols and procedures.
  • Works collaboratively in a team environment to achieve shared goals.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional forms of government and tribal customs and traditions.
  • Knowledge of department organization, functions, objectives, policies, and procedures.
  • Knowledge of applicable federal, state, county, and local laws, regulations, and requirements, including knowledge and complete understanding of federal, state, and private grant regulations, particularly in budgeting, reporting, and compliance requirements.
  • Knowledge, understanding, and/or willingness to learn about Cowlitz culture and customs.
  • Knowledge of the CIT tribal constitution, tribal codes, tribal resolutions, and council directives.
  • Skill in operating various word-processing, spreadsheet, and database software programs in a Windows environment.
  • Skill in exceptional written and verbal communication for creating compelling grant proposals and collaborating with internal and external stakeholders.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in leading the work of assigned staff.
  • Skill in making effective decisions in emergency situations.
  • Ability to lead teams, manage workloads, and supervise multiple grant projects simultaneously.
  • Ability to analyze program needs, forecast funding requirements, and resolve compliance or budget issues.
  • Ability to manage budgets and maintain financial records.
  • Ability to maintain and handle confidential and sensitive information with discretion.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to handle multiple tasks and meet deadlines.

Minimum Qualifications:

  • Bachelor’s Degree or three years related high-level administrative experience in a behavioral health or healthcare setting required.
  • A combination of relevant education and related work experience may be considered.
  • Valid driver’s license is required when driving vehicles for work-related purposes.
  • Experience working within American Indian and/or Alaska Native communities preferred.
  • Must be able to successfully pass a background screening/investigation according to the established requirements below.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and communicate effectively. The employee occasionally is required to move throughout the facility; and reach with hands and arms. The employee is occasionally required to lift to 20 pounds. Specific vision abilities required by this job include close vision and clarity of vision at long distance.

Work is generally performed in an office/clinical setting with a moderate noise level. Employees may be exposed to bodily fluids, blood borne pathogens and infectious disease. Situations occur where PPE (personal protective equipment) is needed. Overnight travel and/or evening and/or weekend work may occasionally be required. Tight time constraints and multiple demands are common.
