Job Title Program Analyst/Coordinator

Salary $43.80 - $47.37 (2025)

Reports To Supervisor, IT Business Relations

Hours Normal working hours are 35 hours per week (Must be willing to work varied hours: day, afternoon, evenings, and weekends)

Status Full-Time Permanent

Other Combination of general office environment and occasional off-site travel. Attend meetings, conferences and departmental emergency situations, which may be outside of normal business hours. Ability to exert up to 8.9kg (20lbs) of force occasionally, and/or up to 4.4kg (10lbs) of force constantly to move objects

Position Summary

This position supports the advancement of the City’s digital transformation by providing functional leadership in the planning, coordination, and monitoring of a portfolio of enterprise-wide IT programs and projects across departments. Responsibilities include establishing and maintaining governance, aligning capital and operational resources, and ensuring that technology investments deliver measurable value aligned with corporate priorities.

Essential Duties

  • Lead, coordinate and support the planning, execution, and prioritization of enterprise-wide IT programs and projects across departments, ensuring alignment with corporate objectives and technology strategy

  • Oversee the intake and business case evaluation process for technology project requests, facilitating discovery sessions, analyzing business needs, and assessing feasibility to support strategic alignment and coordinated investment decisions

  • Administer and enhance the City’s Project Portfolio Management (PPM) system, including configuration, reporting, training, and user support, to enable effective portfolio tracking, governance, and performance monitoring

  • Support financial planning and tracking of resources for the technology portfolio, including budget development, procurement strategy, and contract administration to ensure cost-effective, transparent delivery of technology initiatives in collaboration with management and the Treasury Division

  • Support IT governance processes and stakeholder engagement initiatives, promoting accountability, collaboration, and alignment across departments and with external partners to support successful program delivery and change adoption

  • Drive continuous improvement and innovation by researching industry trends and evaluating emerging technologies, including Artificial Intelligence (AI) and automation, to inform portfolio strategy and enhance delivery models and stakeholder engagement

Qualifications

  • Post-secondary advanced diploma or general degree in Business, Technology, Project Management or a related field

  • Minimum seven (7) years of related progressive experience, preferably in a government or public sector environment

  • Demonstrated education or training in project management principles and practices, equivalent to the successful completion of a recognized course

  • Strong understanding of project, program and portfolio management, project intake, Organizational Change Management, resource management, Information Technology Infrastructure Library (ITIL), and Agile techniques

  • Demonstrated ability to coordinate cross-functional teams and support collaboration across diverse stakeholders

  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision

  • Possess and demonstrate the knowledge, skills and personal attributes as described in the key performance competencies outlined below

  • Demonstrated proficiency in Microsoft Office suite of applications, audio/video conferencing, the internet and any other related software

  • Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to frequently attend work related activities at various sites within the municipality or at other sites within Ontario

  • Upon a conditional offer of employment, a Criminal Record Check will be required
