Job Description

Turner & Townsend is seeking a strategic, experienced and hands on Procurement, Supply Chain and Commercial Director to work in partnership with our client’s Supply Chain team to lead several global multi-billion-dollar procurement exercises.

This role is ideal for a senior leader with a strong background in complex RFQ and RFP production, with excellent experience in engagement with the global supply chain, development of documentation with supply chain teams and industry leading lawyers and in leading evaluation teams. Experience in the nuclear industry not required but demonstration in leading multi-billion-dollar RFQ and RFP development is a necessity.

  • Lead the development of global supply chain strategies aligned with project goals and regulatory requirements, ensuring demand of the global supply chain is understood and development of engagement reaches as wide an audience as possible to drive as competitive a procurement process as the market will allow.
  • Drive the production of industry leading RFQ and RFP production whilst engaging with the client team and world-renowned lawyers. Strategic thinking required around incentivization and the balance of pain share / gain share to meet the needs of the client but also appeal to the market.
  • Experience in leading multi-disciplinary evaluation teams driving outcomes and delivering the most effective solution for the client.
  • Develop in conjunction with the client team effective procurement reporting tools, governance and standard documentation to be used across a number of different procurement models.
  • Experience in Construction Management at Risk, Design Build, Progressive Design Build and other procurement options.
  • Experience in developing Industry Forums and engaging with global supply chains.
  • Experience in advising clients in the appropriate delivery models for different scopes of works.
  • Drive procurement transformation initiatives, including category management, supplier performance programs, and compliance frameworks.
  • Establish procurement centers of excellence and streamline supplier networks through rationalization and relationship management.
  • Support strategic planning through market intelligence, integrated delivery models, and commercial strategy development.
  • Oversee the full procurement lifecycle—from market engagement and tendering to contract negotiation and performance management.
  • Collaborate with cross-functional teams to ensure alignment across commercial, technical, and operational areas.
  • Promote continuous improvement and innovation in supply chain tools, processes, and analytics.

Qualifications

  • 10+ years of progressive supply chain leadership experience; experience in nuclear or other regulated industries is preferred but not required.
  • Proven success in procurement transformation and strategic sourcing.
  • Excellent leadership, communication, and stakeholder engagement abilities.
  • Demonstratable experience in developing effective teams.
  • Willingness to work on-site within the client environment at Kincardine three days per week. Expenses for travel and accommodation will be paid by Turner & Townsend.
  • We welcome applicants with international nuclear project experience, particularly from the UK, as their expertise is highly valued for this role. Relocation to Canada is required and can be supported on a case-by-case basis.
