Job summary

Niagara Regional Police Service (NRPS) is seeking a Procurement Specialist to manage the supply and delivery of goods and services, including RFQ/RFP processes, contract management, and stakeholder advisory. The role reports to the Materials Management Coordinator and supports internal operations across NRPS locations in the Niagara Region.

Requirements include a 2-year diploma in Purchasing/Logistics/SCM and 3 years of experience, plus CPPB certification or in progress.

Qualifications

POSITION SUMMARY

Reporting to the Materials Management Coordinator, the Procurement Specialist is responsible for the processes involved in the supply and delivery of goods and services including strategic procurement planning, development of specifications and deliverables related formal procurement (RFQ, RFT, RFP etc.), contract management, and advising internal departments on the procurement process. This role supports the Materials Management Coordinator with internal Materials Management operations and liaises with internal and external stakeholders to identify requirements, opportunities, and best practices related to formal procurement.

MAJOR RESPONSIBILITIES
  • Supports development and implementation of formal procurement activities for the NRPS.
  • Evaluates procurement requirements and determines appropriate procurement methods based on applicable policies, agreements, and thresholds.
  • Reviews and edits procurement documents and technical specifications to ensure clarity, completeness, and compliance with applicable by-laws, policies, and trade agreements.
  • Provides guidance to stakeholders across NRPS on procurement requirements, processes, and best practices to support effective and consistent procurement practices.
  • Provides clear communication between the Niagara Region’s procurement department and NRPS stakeholders throughout the procurement process.
  • Prepares emails and supporting documents for requisition and contract creation/renewal in PeopleSoft.
  • Assists the Materials Management Coordinator in identifying equipment needs, including sourcing, trialing, and purchasing.
  • Provides accurate and timely reports on procurement and contracts to the Materials Management Coordinator and Materials Manager.
  • Identifies opportunities to leverage existing cooperative agreements through public procurement groups (e.g. PCPG, NPPC, OPS etc.)
  • Develops and maintains a procurement registry detailing stages of ongoing procurements and contracts.
  • Assists the Materials Management Coordinator and the Materials Manager with Asset Management functions.
  • Coordinates annual procurement planning sessions with budget managers and department leaders to support procurement planning.
  • Assists to Quartermaster Stores staff with the issuance and receipt of uniforms and equipment, as required.
  • Other duties as required.
  • Minimum two (2) year post‑secondary diploma in Purchasing, Logistics, Supply Chain Management, or related field, plus three (3) years relevant experience, or an equivalent combination of education and experience.
  • Certified Professional Public Buyer (CPPB) designation or equivalent professional procurement certification (completed or in progress) is required.
  • Demonstrated proficiency with procurement and financial systems (e.g., PeopleSoft) for requisitioning, contract administration, and reporting.
  • Strong analytical and problem‑solving skills with attention to detail.
  • Strong communication skills to engage with internal and external stakeholders on technical specifications and procurement/contract matters.
  • Demonstrated time management, planning, and organizational skills
  • Previous project management experience an asset.
PHYSICAL/MENTAL DEMANDS
  • Periods of sustained keyboarding.
  • Sustained periods of moderate mental concentration and/or occasional periods of high mental concentration.
WORKING CONDITIONS
  • Exposure to members of the public or individuals who may have emotionally sensitive concerns.

  • Work is subject to interruptions.
  • Work is subject to multiple and/or simultaneous deadlines and urgent requests.
  • Minimal travel within the Niagara Region as needed.
SUPERVISORY ACCOUNTABILITY

To be successful, candidates must be able to meet the following requirements:

  • Must be flexible to support a 24/7 operation and work in a variety of units at all NRPS locations across the Niagara Region
  • Minimum 18 years of age
  • Successful completion of a Criminal Records Check including police checks with local, provincial and out‑of‑country law enforcement agencies
  • Valid class “G” driver’s license and acceptable 5-year driver’s abstrac
  • Satisfactory professional references
