Our client is seeking a Procurement Specialist to join their team. This role serves as a strategic advisor and business partner, supporting departments through the full procurement lifecycle. The successful candidate will lead high-value, complex procurements—particularly in capital projects, construction, and service agreements—ensuring compliance with public-sector regulations and best practices. This position plays a key role in shaping procurement strategies that deliver best value, manage risk, and align with organizational goals.

Your Success Will Be Defined By Your Ability To

  1. Lead planning, execution, and oversight of complex procurement initiatives for construction and capital development projects.
  2. Develop and implement procurement strategies aligned with various project delivery models (e.g., design-bid-build, design-build).
  3. Advise internal stakeholders on procurement planning, market trends, risk allocation, and contract structuring.
  4. Prepare and review solicitation documents (RFPs, RFQs, ITTs), including specifications, evaluation criteria, and pricing models.
  5. Support contract negotiations to ensure clarity, value, and risk mitigation.
  6. Review consultant-prepared procurement packages for accuracy and compliance.
  7. Manage bidding processes, including site visits, vendor briefings, and addenda.
  8. Guide evaluation teams through transparent, criteria-based assessments.
  9. Recommend contract awards and lead debriefs with unsuccessful bidders.
  10. Monitor supplier performance and escalate non-compliance issues.
  11. Define and track KPIs, support post-project evaluations, and inform future procurement.
  12. Collaborate with legal, finance, consultants, and industry partners throughout project phases.
  13. Stay current on procurement legislation, case law, and industry innovations.
  14. Ensure contract compliance, financial closeout, and performance reviews.
  15. Provide post-award support, including interpretation of contract terms and change management.
  16. Oversee insurance, bonding, and warranty compliance.
  17. Prepare contract execution packages and ensure legal / audit readiness.
  18. Support issue resolution and minimize disputes during contract execution.
  19. Contribute to continuous improvement of procurement and contract administration processes.

Your strengths include :

  • Diploma in business, supply chain, or related field with 5+ years of relevant experience.
  • SCMP designation or PMP certification (or in progress) is an asset.
  • Experience in public-sector procurement; construction procurement preferred.
  • Knowledge of alternative delivery models, contract types, and MasterFormat.
  • Familiarity with trade agreements, procurement law, and risk management.
  • Proficiency in MS Office, SharePoint, Adobe Acrobat, and procurement platforms (e.g., APC, Bids&Tenders).
  • Understanding of insurance, bonding, and construction project lifecycles.
  • Strong technical writing and specification development skills.
  • Valid driver’s license, vehicle insurance, and access to a personal vehicle.
