Base pay range

CA$47.00/hr - CA$55.00/hr

RATE RANGE: $47-$55/HR

Description:

Candidate will refine identified business and technical requirements and translate those into the RFX solicitation documents as required. Candidate may also be involved in the upfront planning of how a project will be delivered.

Responsibilities:

  1. Support development of a strategy for procurement preparation based upon project goals and criteria.
  2. Research and refine identified business and technical requirements.
  3. Preparation of RfXs and draft review documents.
  4. Identify any subprojects where separate RFXs may be required to acquire specific vendor services.
  5. Assist the Department in providing RFX interpretations to vendors by developing written responses to questions.

Evaluation & Debrief:

  1. Prepare RFXs selection methodologies, evaluation plans, evaluation criteria mandatory, evaluation schedules, and final award recommendations.
  2. Review vendor proposals for quality accuracy and adherence to required standards.
  3. Creation of supporting project documentation as per the guidelines of the Government of Alberta procurement policy.
  4. Assist in planning and scheduling bidders conferences and vendor presentations including agenda development for those activities.
  5. Assist in debriefing unsuccessful vendors.

Post RFX activities:

  1. Assist the Department in finalizing contracts with recommended vendors.
  2. Conduct post procurement reviews and vendor evaluations lessons learned.
  3. Prepare evaluation reports and procurement recommendations for Department reviews and signoffs.
  4. Properly file procurement/contract records.

Mandatory Requirements:

  • Relevant post-secondary education in areas of supply chain, procurement, business or a related field. Acceptable education includes degrees, diplomas and certificates (minimum 2 year diploma).
  • Experience independently performing activities related to developing and releasing Requests for Proposals (RFPs), Negotiated Requests for Proposals (NFRPs), Requests for Quotes (RFQs), Requests for Information (RFIs), negotiations, evaluation, supplier feedback, and contract execution.
  • Experience using Microsoft Office Suite tools.
  • Relevant experience in a role similar to this. Experience must be applicable to this role.
  • Completion of SCMP or other equivalent courses and associated certificates.
  • Demonstrated experience with negotiating or monitoring contractual arrangements with vendors.
  • Experience in the Government of Alberta environment or an environment of equivalent size and complexity.
  • Experience using ERP systems such as SAP.
  • Experience with Records Management/Document Management using Sharepoint.
  • Experience working with Power BI.

Equipment requirements:

The Contracted Resource is directed to work in-person, the Province shall provide the requisite office space, Computer, furniture and office supplies. The Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.

Working Hours:

Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province. The daily work schedule might be less than 7.25hrs but will not exceed 7.25hrs.
