What we seek:
OCH is currently seeking a dedicated Procurement Officer to work with a broad range of client groups to enable the timely and strategic procurement of goods and services. Under the guidance of the Senior Manager, Strategic Sourcing and Support Services, the Procurement Officer will enable stakeholders to identify procurement requirements and implements procurement strategies and plans to obtain best value for money.
Procurement Officer with OCH:
As the Procurement Officer, you will be a key player in the procurement of goods and services with a broad range of stakeholders. including OCH staff and tenants, contractors, and suppliers, which is crucial to help create a better life for our tenants and/or communities.
As a Procurement Officer, some of the things you will do include:
· Works with a broad range of client groups to identify procurement requirements and assess opportunities and risk
· Recommends the optimal method of procurement based on user requirements and estimated expenditures
· Ensures that procurement activities are timely and comply with policies, procedures, statutory requirements and budgetary constraints
· Drafts and implements Request for Proposal, Request for Qualification, Request for Tender, Request for Expression of Interest and other procurement related documents
· Supports stakeholders in development and implementation of evaluation criteria
· Coordinates procurement related activities (e.g. advertising, posting, closing, and managing bid documents)
· Drafts contracts for services and supplies ensuring appropriate content and alignment with procurement objectives
· Ensures appropriate financial signing authorities and approvals, preparing related executive briefing summaries
· Supports the development of OCH practices related to contract management, including key performance indicators, the documentation of contract performance and dispute resolution
· Collaborates with client groups to resolve contractor performance issues, actively participating with contractors on dispute resolution
· Monitors spending and drafts change notices when required
· Monitors the renewal dates of standing offer agreements and service contracts
· Provides accurate and timely advice and information to stakeholders
· Advises stakeholders of lead time required to obtain products or services and makes alternate arrangements in the event of shortages or delayed deliveries
· Maintains current knowledge of pricing trends, changes, restrictions, or any other variables that could affect corporate interests
· Promptly reports all workplace accidents or incidents and unusual or dangerous work conditions
· Represents OCH in a professional manner and treats all work-related contacts with respect and courtesy
· Works in collaboration with other staff in a team approach to service delivery
· Works in alignment with OCH vision, mission, values, interests, plans and objectives
· Performs work in accordance with applicable health, safety and privacy legislation, policies and procedures, and all other legislation, policies and procedures relevant to area of work

What you bring:
Education & Experience:
· A typical candidate will have the following qualifications and experience. Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.
\· Relevant post-secondary education, such as purchasing management, supply chain management, or other relevant discipline
· Minimum three (3) years of related experience in procurement
· Professional accreditation (e.g. Certified Professional Purchaser, Ontario Public Buyers Association, Supply Chain Management Association, or Purchasing Management Association of Canada) is an asset
Knowledge:
· Procurement management, including the planning, solicitation, evaluation, award, administration and performance management
· Contract administration and performance measurement practices
· Familiarity with legal terminology and a sound understanding of contract development and management
· Business knowledge in the area of property management
· Knowledge of Word, Excel, PowerPoint, Outlook, database applications and other standard corporate software
· Understanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectives
· Knowledge of applicable health and safety legislation, including the rights and responsibilities of workers
· Must be familiar with all applicable statutory requirements, policies, procedures and guidelines relevant to area of work
Skills and abilities:
· Facilitation skills and an ability to engage with staff at all levels within the organization, including senior management
· Ability to understand, interpret and draft tender documentation and contracts
· Proven analytic abilities, including the ability to define problems and recommend creative solutions
· Excellent organizational skills, including the ability to manage multiple competing priorities
· Takes initiative and can work independently with strong team work abilities
· Ability to write clearly, professionally and organize written material effectively
· Ability to analyze data and identify patterns
· Strong communication skills, including an ability to negotiate, and resolve conflicts

Work conditions:
This is a full-time (35 hours) hybrid position with on-site attendance as required.
