Procurement Analyst – Material Resources and Transportation Department

Permanent full-time position

Primarily responsible for managing tenders

We’re looking for a detail-oriented and drama-free Procurement Analyst to join a small and friendly public sector team. You’ll be working in a collaborative, respectful environment. A strong personality fit is key to this role.

This position focuses on tender management and involves optimizing procurement procedures in accordance with applicable public regulations.

Key Responsibilities

• Lead and manage tendering processes (including CAG)
• Advise internal stakeholders on procurement strategies
• Review technical specifications and suggest improvements
• Ensure full compliance with public procurement policies and laws
• Draft documentation for the Council of Commissioners
• Monitor contract execution, renewals, and vendor performance
• Conduct market research and financial analysis to support procurement strategy
• Maintain professional, ethical relationships with vendors and internal teams
• Ensure data integrity in procurement tracking systems

Qualifications

• Bachelor’s degree in a relevant field
• Minimum two (2) years of experience in public tender and contract management
• Excellent written and spoken French; functional spoken English
• Strong knowledge of public procurement regulations
• Selection Committee Secretary certificate (asset)
• Strong analytical, risk management, and leadership skills
• Team-oriented with strong customer service approach
